Minister of Home Affairs Pham Thi Thanh Tra said that there are currently 10,035 commune-level administrative units, and in the coming time, they will be reorganized to a scale of only about 2,000 communes, each commune "nearly a small district".
According to the review of the Ministry of Home Affairs in 2023, the commune level has 212,606 civil servants. When merging, among these, young, outstanding people with the capacity to meet the requirements of the new tasks will be used.
According to Minister Pham Thi Thanh Tra, each commune is nearly a small district, so the scale of personnel of the upcoming commune-level administrative unit will change in quality and quantity. The number of cadres and civil servants of each commune will also be higher than before.
The number of people who are not qualified to continue working will certainly have to retire early and quit their jobs according to the requirements of streamlining.
For those who quit their jobs, there are state support policies. The Politburo agreed in principle to adjust the scope and subjects of application of Decree 178 regulating policies and regimes when implementing the restructuring of the apparatus.
The Ministry of Home Affairs has just completed a draft Decree on amending and supplementing Decree 178 with a broader scope of regulation and groups of subjects entitled to policies and regimes when implementing the restructuring of the apparatus of the political system.
In addition to the additional support under the general policy, each locality has its own support. The Ministry of Home Affairs has also proposed to stipulate an additional support policy for cadres, civil servants and public employees when streamlining the locality to a maximum of 30%.
However, for cadres and civil servants who quit their jobs, in addition to financial support, there needs to be additional support for employment. Because, among those who quit their jobs, many are still healthy, have good professional qualifications, and have the need to continue working, both taking care of their families and contributing to society.
Regarding job support for people who quit their jobs due to streamlining, Ho Chi Minh City has a policy of mobilizing state-owned enterprises in the area to participate in recruitment. For individuals who want to start a business, the government will support information, access preferential loan programs, guidance on business planning and connection with business support funds.
Other provinces and cities, depending on the local socio-economic reality, can propose many initiatives to support job search for severers.
Those who quit their jobs have all proactively taken care of their lives, but with the support of the government, it will be more favorable and effective, avoiding wasting human resources.
