The above information was released at the meeting of General Secretary To Lam with the Central Organizing Committee on the situation and outstanding results from the beginning of the XIII Congress of the Party so far and the key task in the coming time took place on the afternoon of May 27.
Thus, after the arrangement, nearly 130,000 positions will be reduced, not to mention the end of the activities of about 120,500 non-professional workers at the commune level nationwide.
With the number of staff streamlined after the arrangement, in the period of 2026-2030, it is expected to save about 190,500 billion VND for state budget expenditures, an average reduction of about 38,100 billion VND/year, not including other expenses.
Arranging the apparatus and streamlining the payroll is not only about reducing the burden of the salary fund, but also significantly saving costs such as headquarters, electricity and water, office costs, meetings, working expenses, etc.
For example, for commune-level administrative units, the whole country reduced from 10,035 to more than 3,320 units (equivalent to 66.91%). Reducing 6,717 commune-level units will save a lot of costs related to the operations of these units.
However, the streamlining of staff does not stop, but will continue, until the administrative apparatus is streamlined to the maximum. With many elite cadres to replace them, the government's activities will be highly effective, serving the people better.
Regarding personnel work, at the above meeting, General Secretary To Lam suggested that the new organizational apparatus has no place for opportunity- striving, moderate, individualist cadres who are cautious, afraid of innovation, or work ineffectively.
The General Secretary warned against any situation of disunity, lack of power, locally, delegation, corruption, group interests, negativity or any behavior that causes impact or influence in personnel work.
The General Secretary's instructions and warnings are close to current reality, it must be seen as a risk to avoid and to implement correctly.
Choosing who to choose requires fairness, completely eliminating personal relationships, interests, and local localities.
Mistakes in personnel work are not only the loss and failure of individuals, but also cause great damage to agencies, units, organizations, even an industry, a locality. Recent major cases involving officials who are provincial secretaries and chairmen clearly show that.
People are the central element, the soul of every revolution.
Therefore, in the revolution of streamlining the apparatus, if we can select cadres who are "good - talented - dedicated - capable - capable - passionate enough for the revolution", we will certainly succeed.
