The Ministry of Home Affairs is studying and amending regulations on staff streamlining

The Ministry of Home Affairs said it is studying and drafting a Decree amending and supplementing a number of articles of Decree No. 29/2023 on staff streamlining.

Regarding the policy of streamlining the apparatus, Mr. Tran Van Ba (character's name changed) said: "In the spirit of the common good, the team of non-professional workers at the commune level completely agree with this policy".

However, according to him, the big problem at present is that the policies for this group still have many disadvantages compared to the actual contributions they have made.

Mr. Ba analyzed that in terms of qualifications, capacity, and responsibility in work, the non-professional team at the commune level is not inferior to cadres and civil servants. The only difference is the form of positioning: Part-time people are selected and elected; while cadres and civil servants must take an entrance exam.

According to the Conclusion of the Politburo, in the coming time, the use of part-time workers at the commune level will be stopped. Mr. Ba said he also agreed with this orientation, but suggested that it is necessary to study appropriate support policies for this force when it completes its mission.

Mr. Ba suggested that the Ministry of Home Affairs should promptly submit to the Government to revise Decree 29 to suit, demonstrating the recognition and due attention to the team of non-professional workers at the commune level.

He also asked specifically: "In case a non-professional commune-level activist is elected for the 2020 - 2025 term but now finishes his/her duties, will he/she still enjoy the policy under Decree 29, and what will be the instructions for application? ".

Regarding Mr. Ba's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.

Accordingly, performing the assigned tasks, the Department of Organization and Border Guard (Ministry of Home Affairs) is currently coordinating with relevant ministries and branches to study and draft a Decree amending and supplementing a number of articles of Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining, in which research, amendment and supplement for non-professional workers at the commune level as his recommendation.

After the Government issues the Decree, it will be the basis for localities to implement.
