Not only those who are close to retirement or have less than 5 years of work, but at the Department of Agriculture and Rural Development of Ha Tinh, there are 53 people who have more than 5 years to 10 years of work. These people are healthy enough to work, but choose to leave, making room for those who stay. In particular, their withdrawal will greatly support the merger and personnel arrangement to be more favorable.
In merged units, there will certainly be a surplus of staff, and cutting who is the problem is a headache. If more people proactively apply for early retirement, the work of arranging staff and civil servants will be easier.
The more people in an agency request early retirement, the more convenient the arrangement will be. If the person requesting retirement is a leader, it will be even more convenient. In some localities, many officials from department heads to deputy directors and department directors have requested early retirement, showing that the revolution of streamlining the apparatus has been responded to by many officials voluntarily leaving.
The information that many local officials and civil servants are applying for early retirement shows three things.
One is a suitable early retirement support policy that makes everyone feel secure and united.

Therefore, streamlining the apparatus is necessary and urgent to reduce the budget burden and reserve resources for development investment.
