According to Phan Thanh Cong, Director of Ninh Binh Department of Education and Training, the support fund is taken from the school's revenue. In the immediate future, the units under the department will pay preferential allowances to their school health workers from December 2024.
Payment is based on Clause 6, Article 3 of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government. The support level does not exceed 20% of the current salary scale, grade plus leadership position allowance, seniority allowance beyond the framework (if any) of the beneficiary.
His father said, "mothers only breastfeed when their children cry." For a long time, many school health workers at public schools in Ninh Binh province have not received preferential allowances according to Decree 56 of the Government.
Where is the problem?
The school health staff asked the school to pay the regime according to Decree 56, but the school replied that there was no source to pay. The health staff met with the leaders of Ninh Binh City People's Committee, and the leaders replied that the support was decided by the school principals themselves.
So it's a tie.
Health officials at public schools in Ninh Binh province are in this situation, despite having sent petitions to all levels many times over the years. But the schools that pay do not know where to get the money to pay. It is not right to blame the schools, and it is also not right to say that the schools are doing something wrong.
Thus, the Decree was issued but when applied in practice it was not suitable, it needs to be adjusted, so that workers do not suffer disadvantages.
The Ministry of Health is drafting a Decree regulating preferential allowances according to profession for civil servants and employees working at public health facilities, replacing Decree 56/2011/ND-CP.
According to the draft, the maximum preferential allowance for school health workers will increase by 10% (not exceeding 30%) compared to current regulations, and will still be considered and decided by the head of the unit based on the specific work and revenue sources.
This cannot solve the problem, because the payment depends on the school's income. And not all schools have a stable source of income.
Many opinions want the preferential allowance for school health workers to be provided by the budget like the incentives for teachers, not depending on the school's income. Because, if we still rely on the school's income, there will still be many schools that do not have money to pay their workers.
