Decree 178/2024/ND-CP stipulates policies and support regimes for cadres, civil servants, public employees, workers and armed forces affected in the process of restructuring the apparatus of the political system.
Decree 178/2024/ND-CP specifically states 3 groups of units within the scope of beneficiaries of this support policy and regime.
However, mass associations assigned by the Party and the State are also subject to arrangement and streamlining but have not been regulated in the above decree.
Recently, in an official dispatch sent to the People's Committees of provinces and cities regarding a number of contents related to mass associations assigned by the Party and the State, the Ministry of Home Affairs said that the development of a project to reorganize and streamline the Fatherland Front agencies, socio-political organizations and mass associations assigned by the Party and the State after the merger and consolidation is a content that needs to be implemented when implementing Conclusion 127-KL/TW of the Politburo and the Secretariat.
The implementation of this policy is also based on Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government on the organization, operation and management of the association.
To ensure principles, goals, requirements for the content and progress of effectively implementing tasks and solutions according to Conclusion No. 127 of the Politburo, the Secretariat and the Ministry of Home Affairs stated: The People's Committees of provinces and centrally run cities report to competent authorities to consider temporarily suspending the settlement of administrative procedures arising after March 1, 2025 for associations assigned by the Party and State in the locality, waiting for further instructions on the arrangement of the political system apparatus.
In the Conclusion Notice No. 75-TB/TW issued by the Politburo, the Politburo agreed to adjust the scope and subjects of application of policies and support regimes for cadres, civil servants, public employees, workers and armed forces affected in the process of restructuring the apparatus of the political system.
To handle some shortcomings in policies and regimes, the Politburo agreed to adjust to a group of subjects, including: People working within the staffing quota and receiving salaries from the state budget at associations assigned by the Party and the State at the central and local levels due to the direct impact of the implementation of the arrangement, consolidation and merger of organizational apparatus.
At the first meeting of the Party Executive Committee of the Ministry of Home Affairs for the 2020-2025 term, Minister Pham Thi Thanh Tra also emphasized the task of amending and supplementing a number of articles of Decree 178/2024/ND-CP.
"According to the Conclusion Notice No. 75-TB/TW of the Politburo, this is a very urgent task, it cannot be delayed any longer, it must be issued soon so that ministries, branches and localities have a basis for implementation. After amending the Decree, we must continue to amend the circular to ensure synchronous implementation" - said the Minister of Home Affairs.
