Speaking at the National Assembly on the morning of June 17, delegate Nguyen Hoang Bao Tran (Vice President of the Binh Duong Provincial Federation of Labor) analyzed that after the merger, the scale at the provincial and commune levels increased significantly, the workload was large, so cadres and civil servants were under greater pressure.
Previously, the discussion in the National Assembly on the arrangement of provincial-level administrative units in 2025 held on June 11, National Assembly delegate Nguyen Thu Nguyet (Dak Lak delegation) said that when merging, the responsibility of department directors and commune-level chairmen is very great, there needs to be encouragement, motivation, recognition and resources to meet the salary regime for cadres and civil servants in the new period.
There have been many analytical opinions, after the arrangement and merger, the work of cadres and civil servants has increased, and the responsibility is heavier.
At the International Press Conference to officially announce the Decision to operate the new apparatus of Vietnam according to the 2-level local government organization model held on June 17, Mr. Ho Sy Hung - Deputy Minister of Finance said that streamlining is not the ultimate goal, but towards a larger goal:
"That is to build a 2-level local government model in sync with the restructuring of the apparatus and reforming the management mechanism, to reduce intermediate levels, shift to a model of a creativity government, proactively serving the people and supporting the development of the private enterprise sector".
Thus, it requires cadres and civil servants to have professional qualifications, creativity, and responsibility towards people and businesses.
With that qualification and capacity, cadres and civil servants deserve to receive high salaries, commensurate with the value they create.
Therefore, we completely agree with the proposal of National Assembly deputies on salary increase and salary adjustment for cadres and civil servants.
However, receiving a high salary must ensure high work quality. Officials and civil servants only have meetings, read newspapers and surf on their phones, and it is not worth it to have no more time to worry about the housework.
More importantly, high salaries are also to maintain integrity, to prevent bullying, white book, negativity, forcing people and businesses to worry about covering the envelope and envelope.
People do not hesitate to pay taxes to pay high salaries to civil servants, if they can enjoy high-quality public administrative products, which are truly for the people and serve the people.
To have enough budget to increase salaries, we must screen and eliminate those who are not qualified from the apparatus, only excellent people remain. A person who works for five or seven people deserves a high salary.
