In Quang Tan commune, one of the localities in the former Ba Don town (under the old Quang Binh province, now under Quang Tri), there was a situation of basic construction debt before the merger until now.
Mr. Phan Thanh Tam, Chairman of the People's Committee of Quang Tan commune (old) said that the total basic construction debt in the area is currently over 12 billion VND, with about 30 projects under construction. The multi-purpose Gymnasium project alone, although a large part has been completed, still owes a large sum of money.
Some projects have been completed but cannot fully repay the debt like the commune's kindergarten.
These debts are mainly due to the commune budget not being enough to pay. The commune's current budget mainly relies on support from superiors, but there is no significant additional revenue.
Construction enterprises are very worried about being owed money by the commune, because after removing the district level and merging the commune, it is not known who will be in charge of settling their debts.
With long-standing debts, businesses are having difficulty and do not have capital to do business.
Previously, Mr. Dinh Thieu Son - Chairman of the People's Committee of Ba Don town (old) - said that the outstanding debt for basic construction in the current town is more than 318 billion VND. The town has collected full information and reported to the Department of Finance to be able to continue to repay debts after the district-level government no longer exists, ensuring financial stability in the future.
Up to now, Ba Don town no longer exists, Quang Tan commune has also merged into Nam Ba Don commune, the leaders of the old units have also changed.
The winning enterprise won the bid to build the commune's works, and the documents were still there. The payments that have been made and the unpaid payments also have documents, the completed or under construction works have been confirmed by both sides.
Therefore, the local government must base on the construction documents and pay outstanding debts to the enterprise.
In this arrangement, the leaders of the Party and the Government have directed very clearly, which is to operate smoothly and effectively of local authorities at both levels after July 1, not allowing congestion or interruption to affect public service activities. The special thing to focus on is "close to the people, close to the people, serving the people".
Even if the administrative unit is merged or changed, it is impossible to "stuck" the debt with the enterprise.
Public service is to find a way to solve the legitimate requests of the people, restore the legitimate rights of the people, specifically here to repay debts to businesses.
