This document can be considered a turning point in administrative reform in Da Nang. Because now, the spirit of "discipline, discipline" no longer stops at the slogan, but is associated with clear sanctions and specific personal responsibility.
In public administration practice, the situation of stagnation, shirking responsibility or "completion of tasks on paper" is one of the biggest obstacles to the operational efficiency of the state apparatus.

Therefore, the leaders of Da Nang city affirmed: the unit's leaders will have to specifically explain if the tasks are behind schedule, which is a decisive message, that the serving administration cannot continue to be tolerant of stagnation, and administrative reform cannot succeed without reform and responsibility.
