That is one of the contents of Official Dispatch No. 436/UBND-KGVX, signed and issued by Vice Chairman of Da Nang City People's Committee Ho Quang Buu, to require units to focus on strictly implementing the direction of the Chairman of the City People's Committee, determined to rectify the situation of stagnation, ensuring the public service system operates smoothly, effectively and without interruption.

This document can be considered a turning point in administrative reform in Da Nang. Because now, the spirit of "discipline, discipline" no longer stops at the slogan, but is associated with clear sanctions and specific personal responsibility.

In public administration practice, the situation of stagnation, shirking responsibility or "completion of tasks on paper" is one of the biggest obstacles to the operational efficiency of the state apparatus.

It is manifested in the fact that on weekends, the end of the quarter, the end of the month, the end of the year, reports are often very "beautiful", but in reality, people are still waiting because of procedures being delayed, due to reasons outside of their expertise.

We also have many evaluation meetings where from leaders to public administrative center staff, everyone completes well and excellently the task.

But in reality, the records are still stagnant like mountains, people still have to travel many times, even facing the avoidance and lack of responsibility of a part of the civil service.

Therefore, the leaders of Da Nang city affirmed: the unit's leaders will have to specifically explain if the tasks are behind schedule, which is a decisive message, that the serving administration cannot continue to be tolerant of stagnation, and administrative reform cannot succeed without reform and responsibility.

The responsibility to explain, in this context, should not be understood as a form of criticism or criticism but as an encouragement of working spirit. Responsibility is an inevitable shift in administrative reform; it is a manifestation of a transparent, responsible administration that puts people at the center.

When each civil servant is aware that their work will be recognized by specific results, and will have to take personal responsibility if there is a delay, the civil service culture has been raised to a new level.

reality has proven that many reform policies only really come into life when there is a clear monitoring and sanctions mechanism.

Therefore, Da Nang's requirement to report honestly every day on the resolution monitoring system, provide images of the current situation and update progress in real time is to ensure that there is no gap for irresponsibility of civil servants in serving the people.

From a specific management move, Da Nang is sending a positive signal about the spirit of reform: not avoiding, not formal, not gullible, taking work efficiency and people's satisfaction as a measure.

And of course, this positive signal is not only in Da Nang but needs to become a daily occurrence of all other localities.
