The very proud figures given before the 14th National Trade Union Congress show the great creativity of Vietnamese workers, while creating confidence and a foundation to promote labor productivity - one of the "bottlenecks" of growth.
The Resolution of the 14th National Party Congress sets a requirement for the labor productivity growth rate to reach about 8.5%/year in the period 2026 - 2030. This is a very high target because the labor productivity growth rate of Vietnam in the period 2021 - 2025 is only about 5.1%/year.
In the 2026 - 2031 term, the Vietnam Trade Union will launch the emulation movement "Good Labor, High Productivity, Good Income" on the foundation of the emulation movement "Good Labor, Creative Labor". This orientation is very suitable for practical requirements. In which, "good labor" is the foundation, "high productivity" is the requirement, "good income" is the result to aim for.
The Trade Union organization is highly expected to be a bridge for workers' ideas to reach employers. Improving productivity must go hand in hand with improving skills. Trade unions cannot only mobilize workers to do better, faster, and more, but must work with businesses to create conditions for them to learn new skills. In the context of digital transformation, automation and artificial intelligence strongly impacting production, traditional vocational skills need to be supplemented by digital skills, industrial discipline, adaptability to new devices and continuous innovation thinking.
At a meeting with workers in Ho Chi Minh City on April 27, 2026, General Secretary and President To Lam sent a message: "Each worker should try to learn a new skill, do better in their work every day, boldly propose initiatives, technical improvements, save materials, ensure safety, and improve product quality.
Therefore, in collective dialogue and negotiation, the Trade Union needs to include contents on training, improving working conditions, occupational safety and health, initiative bonuses and sharing of productivity benefits in collective labor agreements.
The 14th Vietnam Trade Union Congress, term 2026 - 2031, has special significance, affirming the responsibility to ignite labor productivity, contributing to the two-digit growth target set out.
