The Dak Lak Provincial People's Committee requires that if there are cadres voluntarily applying for retirement or quitting their jobs, agencies need to carefully review to identify the right subjects, not to resolve the termination of employment for cases with outstanding abilities, meeting job requirements.
The Hanoi People's Committee previously also issued Instruction No. 01, which did not consider or resolve cases of voluntary applications for early retirement or resignation but were assessed as having outstanding qualities and abilities, daring to think, daring to do, daring to take responsibility for the common good, having outstanding achievements, bringing benefits to agencies, organizations, and units.
The view on the use of personnel in the process of arranging and streamlining the apparatus of the two localities above is correct, however, determining how cadres and civil servants with outstanding abilities are is something that needs to be discussed.
To do so, we must set criteria, measure, and qualitionalize, not emotions.
That criterion is a degree, of course a real degree.
The criteria are the results of the working process, proven by real products, not the general picture.
Those criteria are initiatives that bring benefits to agencies, organizations and units.
Those criteria are excellent contributions, recognized by the social community, domestic and international organizations...
If there are no decisive criteria, it is easy to be influenced by personal relationships, without excluding the possibility of negativity.
For example, cases that do not have outstanding abilities, also submit resignation applications like everyone else to be objective, but have personal relationships should be considered for detention. As for those who are truly capable, they must proactively resign and be resolved.
Accurately assessing the capacity of cadres and civil servants is not only about creating fairness in the arrangement process, but also selecting a core, elite force of cadres and civil servants to serve the people.
Among the cadres and civil servants who have quit their jobs, there are many people who are very good at their profession.
People with outstanding abilities are not afraid to step into the new environment, because they are capable of integrating, finding jobs and taking control of their lives, so they are ready to leave.
Faced with this reality, it is necessary for leaders to be fair and wise in recruiting and using personnel when arranging and streamlining.
