On June 5, the Department of Animal Husbandry and Veterinary Medicine sent a document to the Ministry of Agriculture and Environment requesting an inspection and verification of the incorrect quarantine stampation for pigs of CP Vietnam Livestock Joint Stock Company.
Accordingly, the Department of Animal Husbandry and Veterinary Medicine has received a Report from the Department of Animal Husbandry, Veterinary Medicine - Fisheries of Hau Giang province, along with a photo of the 2022 slaughter control monitoring book at the site of the incident, a report from the officer performing slaughter control and a number of other documents.
Through inspection, it was shown that the incident occurred at the Dung - Nga slaughterhouse (Long Thanh commune, Phung Hiep district). The person directly implementing slaughter control (KSGM) is Mr. N.L.C - an official of Phung Hiep District Livestock Station. Mr. C is a Grade III diagnosticologist, trained and certified in related skills.
On the morning of March 26, 2022, Mr. C stamped control to one side of the pork body before discovering the other side had inflammation. After that, the remaining meat body was discovered that there were many inflammatory nodules, not ensuring veterinary hygiene, so it did not stamp the KSGM but required the owner to destroy this body. The owner and employees of C.P Company have exchanged and agreed to handle veterinary hygiene both of the meat bodies (there is a piece of meat that has stamped 2 stamps of KSGM) in the form of boiling and changing the purpose of use as food for aquatic products (fish pond right on the slaughter facility 1.5 hectares).
The Sub -Department provides images where the meat body treatment does not guarantee veterinary hygiene (by cooking) and fish pond images. According to Mr. C's report on June 2, 2025, Mr. C monitored the veterinary hygiene process of 2 pork body in the photo but did not make a record to record the veterinary hygiene status as well as the veterinary hygiene record and signed the cancellation application of C.P.
Thus, Mr. C has not fully complied with the slaughter control process and veterinary hygiene treatment process for animals and animal products that do not meet the veterinary hygiene requirements prescribed in Circular No. 09/2016/TT-BNNPTNT. Accordingly, Mr. C used the KSGM mark (rectangular markings) to attach to the meat to not ensure veterinary hygiene; handling veterinary hygiene but not making a record according to form No. 05 of Appendix II of Circular No. 09 as well as not keeping records on inspection and supervision of the Veterinary hygiene treatment process for animal products.
The Department of Animal Husbandry, Veterinary Medicine - Fisheries of Hau Giang province stated that the reason for the incident of veterinary staff violating regulations on KSGM sealing and handling meat without ensuring veterinary hygiene is due to: The inspection and supervision of slaughter activities have not been regular because the unit lacks personnel, veterinary staff on duty to control slaughter on March 26, 2022 have not fully fulfilled their assigned responsibilities.
After the above Complaint, the Department of Animal Husbandry, Veterinary Medicine - Fisheries of Hau Giang province requested the leaders of the Department of Animal Husbandry, Veterinary Medicine - Fisheries of Phung Hiep district and Mr. N.L.C to write a specific report on the incident, in addition, the Department is also collecting additional relevant records and documents for handling according to regulations.
Previously, at the regular Press Conference in May 2025, Deputy Director of the Department of Animal Husbandry and Veterinary Medicine Nguyen Thu Thuy said that the image of the stamp on the pig taken on social networks was wrong.
"If the pigs are sick, they must have a round mark, the destroyed pigs must have a triangle shape. On the image of sick pigs of Vietnam's captain in 2022, there is a square stamp - this is a mark to control slaughtering on the market" - Ms. Thuy informed.
Deputy Minister of Agriculture and Environment Phung Duc Tien affirmed that he will take responsibility for the incorrect placement of quarantine markings to the end. At the same time, the Ministry of Agriculture and Environment also issued a document requesting the Ministry of Public Security to investigate and handle information surrounding CP Company accused of selling pigs.
