- Supplement cases that are not considered evasion of health insurance payment: cases under Point a, c, Clause 1, Article 48b of the Law on Health Insurance will not be considered evasion of payment when late payment due to natural disasters, emergencies, civil defense or epidemics announced by competent authorities. This regulation helps protect the rights of employers in force majeure situations, avoiding administrative sanctions.
- Supplementing regulations on health insurance payment support levels for some subjects: Decree to supplement support of at least 50% of the health insurance payment level for victims of human trafficking (within 1 year from the date of confirmation) and health workers in villages and hamlets; at the same time, increase support for students from 30% to 50%. This regulation helps expand coverage, increase access to health services and reduce financial burdens for people, especially vulnerable groups.
- Amend and supplement the responsibilities of the agency implementing the transfer of health insurance payment funds and the agency making the list of health insurance cards for groups of subjects participating in health insurance.
- Supplementing regulations on procedures for issuing health insurance cards: Decree supplementing procedures for issuing electronic or paper health insurance cards via the National Public Service Portal, Social Insurance application, directly at the one-stop department or by post. The regulation has a variety of forms to help people complete procedures quickly, saving time and costs.
- Supplementing regulations on health insurance examination and treatment contracts.
- Amend and supplement a number of regulations on payment of medical examination and treatment costs between social insurance agencies and medical examination and treatment facilities.
- Supplementing regulations on direct payment to health insurance participants;
- Amend and supplement regulations on adjusting the rate of expenditure for health examination and treatment under health insurance, preventive expenditure and health insurance activities from the health insurance contribution amount.
- Amend and supplement regulations on making revenue and expenditure estimates, notifying expected expenditure numbers and settling health insurance fund revenue and expenditure.
- Supplementing regulations on the responsibilities of agencies and units on the application of information technology and digital transformation in implementing health insurance.
- Decree 188 amends and supplements the responsibilities of the Ministry of Health, the Ministry of Finance, Vietnam Social Insurance and relevant ministries and branches to ensure favorable conditions when implementing health insurance policies, improve management efficiency, protect the rights of participants and aim for the goal of reaching the people.
- Regulate transitional provisions during the implementation period of arrangement, reorganization, and merger when implementing the arrangement of the 2-level local government apparatus. Until December 31, 2025, medical examination and treatment facilities will continue to use service prices, operating licenses, contracts, initial medical examination registration, number of health insurance cards, facility codes and old seals until regulations are issued or a new one is issued. Decree 188 also adjusts the health insurance fund expenditure ratio: 92% for medical examination and treatment, 8% for prevention and organization of activities; health insurance cards with changed information will still be used until adjusted.
