On August 12, 2025, the Ministry of Health issued Decision 2555/QD-BYT announcing new administrative procedures, amendments in the field of health insurance and abolishing a number of medical financial procedures according to Decree 188/2025/ND-CP. The procedures for health insurance examination and treatment attached to this Decision include:
Implementation procedures
Step 1: When examining and treating a patient, health insurance participants must present health insurance card information, identification documents and related documents according to regulations.
Step 2: The medical examination and treatment facility receives, diagnoses and treats according to professional procedures.

Health insurance participants can present a paper health insurance card, electronic version, citizen identification card, level 2 electronic identification account (VNeID) with integrated health insurance card information or valid identification documents.
Children under 6 years old: only need a health insurance card or birth certificate.
In case of waiting for issuance, reissuance, or card exchange: an appointment letter to return the results and identification documents are required.
body donors, emergency people, or people with technical problems when using electronic cards: are allowed to receive and look up information according to regulations.
People who change their place of residence, go to work, study or have a re-examination appointment letter or referral form: must have confirmation documents according to the form prescribed in Circular 01/2025/TT-BYT.
Deadline and agency for settlement
The procedure is resolved immediately after the patient presents complete documents. The health insurance examination and treatment facility is the unit that directly implements the treatment.
Fees, fees
Applicable according to the price of medical examination and treatment services issued by the Ministry of Health or competent authorities, depending on the type of service and payment source (health insurance fund, state budget or outside the health insurance list).
The Ministry of Health notes that medical examination and treatment facilities and social insurance agencies are not allowed to regulate additional procedures for medical examination and treatment under health insurance in addition to the procedures specified in this Article. In case the medical examination and treatment facility or social insurance agency needs to take a photo of the health insurance card and documents related to the patient's medical examination and treatment to serve management work, it must take a photo of the patient's opinion or the patient's guardian's consent, and the patient must not be asked to take a photo or pay for this cost.
