If the base salary is adjusted to increase by about 8% from July 1, the salary of doctors working in public health facilities will also be adjusted accordingly because it is calculated according to a coefficient multiplied by the base salary.
According to current regulations, doctors' salaries are applied according to the professional and nghiệp vụ salary scale for officials and employees in public non-business units. Therefore, when the base salary increases, the income calculated according to the doctor's salary also increases accordingly.
From 2026, the salary regime for medical staff will have a notable adjustment. According to new regulations, doctors who have just graduated and are recruited into public health facilities will be ranked from the 2nd level of the corresponding professional title.
According to current regulations, the salary level of cadres, civil servants, and public employees is calculated according to the formula:
Salary = Base salary × Salary coefficient.
Currently, the base salary is 2,340,000 VND/month, according to the provisions of Decree 73/2024/ND-CP of the Government.
With the grade 2 salary coefficient of a doctor being 2.67, the starting salary of a newly graduated doctor is calculated as follows:
2. 340,000 VND × 2.67 = 6,257,800,000 VND/month.
Thus, the basic salary of newly graduated doctors from 2026 is about 6.25 million VND/month, excluding allowances.
According to Joint Circular No. 10/2015/TTLT-BYT-BNV (amended by Circular 03/2022/TT-BYT), specialist doctors level I holding the title of principal doctor (rank II) and principal preventive medicine doctor (rank II) are subject to the salary coefficient of civil servant type A2 (group A2.1), with a coefficient from 4.40 to 6.78.
Meanwhile, specialist doctors level II holding the title of senior doctor (rank I) and senior preventive medicine doctor (rank I) are applied the salary coefficient of civil servant type A3 (group A3. 1), with a coefficient from 6.2 to 8.0.
If this proposal is implemented, the base salary will increase to about 2.53 million VND/month, which is an increase of nearly 19,000 VND per month compared to the current level.
With this expected base salary, the salary scale of doctors from July 1 will also be adjusted to increase correspondingly according to each salary coefficient.
