On August 16, information from Thanh Hoa Department of Health said that the unit had issued a document requesting a report on the medical incident related to the 261 Quang Trung ENT Clinic (address 261 Quang Trung, Hac Thanh Ward, Thanh Hoa).

According to initial information, on the morning of August 13, Ms. Nguyen T.V. took his son T.T.D.K (6 months old, residing in Phong Thai ward, Hue city; living with his grandparents in Thang Loi commune, Thanh Hoa) to the 261 Quang Trung ENT Clinic for examination due to the child's difficulty feeding.
Here, the doctors assessed the child as having a 4th degree tongue bleach and prescribed tongue bleaching intervention. Before the procedure, the child was determined to be in stable health, without a history of allergies to drugs, food, or weather.
At around 8:30 a.m. the same day, the child was given a small amount of 1% Lidocaine as a topical injection under the tongue. Immediately after that, the child appeared purple, had difficulty breathing, and showed signs of anaphylaxis. Doctors at the clinic performed emergency care but were ineffective, so the patient was urgently transferred to Thanh Hoa Children's Hospital.
A representative of Thanh Hoa Children's Hospital said that at around 8:40 a.m. on August 13, the hospital received a child in a very serious condition with a stopped heartbeat. Doctors performed intervention, performed artificial breathing and restored the heart rate.
"The emergency situation was activated to quickly save the child's life, but at around 12 noon the same day, K did not survive, the family asked to take him home for treatment. We have reported this incident to superiors for direction," informed the representative of the Thanh Hoa Children's Hospital.
