Sir, how have the preparation for the implementation of the Hospital's facility 2 been? How is the progress of facility 2 now?
- Associate Professor Dao Xuan Co: Facility 1 of Bach Mai Hospital in Phuong Mai is preparing to enter its 115th year, the reputation and brand of Bach Mai Hospital are increasingly growing stronger and are increasingly trusted by the people. The trust of the people motivates the hospital's medical staff to strive to work well. This means that the hospital has been overloaded for many years.
Every day, people come to see a doctor, receive treatment, and provide emergency care, many seriously ill patients come from all over the country. The number of outpatients and inpatients receiving outpatient and inpatient examinations each year is up to several million, so there needs to be more facilities for people to receive better medical examination and treatment.
Recently, the Party and the Government have deployed the hospital's second facility in Ninh Binh, for many reasons, the hospital is slow to be put into use. But up to now, with the strong direction of the Party, the participation of the Government and the Ministry of Health, Bach Mai Hospital has been prepared to receive the second facility to soon go into operation, in order to reduce the burden on the first facility, thereby improving the quality of medical examination and treatment for people.
Bach Mai Hospital has 2 "native language" facilities at Liem Tuyen intersection - an important location, traffic routes here are very convenient for people to transfer hospitals from the Central provinces, coastal provinces will also transfer them, instead of having to go all the way to the capital Hanoi. Therefore, we really hope to deploy this facility soon.
Implementing the direction of the Government and the Ministry of Health, the Hospital is working hard every day and hour, preparing resources for medical staff to deploy, and preparing facilities, regulations, and professional processes to deploy facility 2.
Currently, the hospital has been coordinating with the Ministry of Health's Project Management Board and the Ministry of Health to soon purchase modern and synchronous medical equipment. Along with that, there is the deployment of a vital information technology system, synchronizing between facility 1 and facility 2.
With the current determination to implement, we hope that by the end of this year, all stages will be relatively completed and put into use. We also understand that people in the provinces are looking forward to having medical staff from Bach Mai Hospital come to work and care for patients in these areas every day.
- What is the hospital's policy to ensure good medical examination and treatment for people at facility 2 when it comes into operation?
- We also issued a separate Resolution of the hospital to deploy two facilities to do one thing, of similar quality. To some extent, the second facility with a new, more spacious and modern facility, modern and synchronously invested equipment, still has better opportunities in quality to serve the people in the best way.
At the same time, with the strong support of local authorities, formerly Ha Nam province, now Ninh Binh, preparing conditions from accommodation for hospital staff, to other conditions, so that our staff can work at facility 2 in the most favorable way.
Currently, Ninh Binh province is building 2 buildings for us as a convenient place to eat and live for medical staff working at facility 2, so that they can work with peace of mind.
On the hospital side, we are preparing all possible conditions, hoping that support and direction from the Government and the Ministry of Health will create conditions for health workers to work with peace of mind at the new facility.
The hospital is also completing procedures to have a medical school with its headquarters near the hospital's second facility, to participate in training medical human resources for the whole country.
Can reduce the burden to Bach Mai Hospital, Facility 1 by 1/3
- Can it be estimated that the number of patients that facility 1 will have to reduce if the hospital's facility 2 comes into operation, sir?
- According to statistics from Bach Mai Hospital, it is estimated that every year the number of inpatients and outpatients in the areas that can be served by facility 2 accounts for about 1/3 of the patients being served at facility 1.
From there, the hospital estimates the number of patients who will come to the second facility for examination and treatment in a relatively similar manner.
Currently, the second facility hospital is being allocated 1,000 beds, I think it will be quickly filled. This is a very convenient medical examination and treatment facility for people in neighboring provinces with high quality.
We also estimate that facility 2 will have about 3000 - 5,000 outpatients per day. Therefore, we are preparing a medical staff to ensure high quality.
- To deploy two facilities to do one thing, with similar quality, what will the hospital do?
- Instead of recruiting new staff to facility 2, we rotate staff from facility 1 to facility 2, ensuring the quality of the two facilities is similar.
We do not announce the recruitment of doctors and nurses to facility 2. The entire recruitment force in the past has been recruited with high quality, for example, doctors are mostly experienced, skilled doctors or good quality resident doctors. Currently, this team is continuing to be nurtured daily.
Later, the spirit is that we will rotate cadres. Each department, a unit in facility 2 is an extension of facility 1. The head of the department at the first facility will be the head of the department at the second facility, to ensure the quality of the two facilities as well as the first facility. This is a human strategy.
I hope that the second facility will be of better quality because of new facilities and newly invested equipment in a modern, synchronous manner.
