More than 2 months to operate
In the Notice No. 378/TB-VPCP of Deputy Prime Minister Le Thanh Long's conclusion on the second facility of Viet Duc Friendship Hospital and Bach Mai Hospital, the Deputy Prime Minister requested to put the two hospitals into use before November 30, 2025 to serve the work of caring for and protecting people's health, not to let it go to waste, while improving the quality of medical examination and treatment for people.
The two projects started in 2014, expected to be completed in 2017, but have been abandoned for more than 10 years.
The Ministry of Health coordinates with the Ministry of Construction, the Ministry of Public Security (on fire prevention and fighting), and the Ministry of Finance to promptly handle problems related to electromechanical, interior and construction payment.
Currently, Bach Mai Hospital, Facility 2, is only stuck with the electromechanical part, the contractor is committed to completing it by September 15, 2025.
Viet Duc Friendship Hospital, Facility 2, is similar, the contractor committed to completing the construction before September 15, 2025 with about 65-70% of the required labor force.
Recruiting thousands of employees
Following the instructions, Bach Mai Hospital is currently focusing on recruiting about 1,200 medical staff, including 300 doctors, to prepare for the operation of a second facility in Ninh Binh with a scale of 1,000 beds from December 2025.
Associate Professor, Dr. Dao Xuan Co - Director of Bach Mai Hospital - said that facility 2 of Bach Mai Hospital is oriented to become a modern medical center, equipped with advanced equipment systems according to the direction of the Government and the Ministry of Health.
To ensure the consistent professional quality between the two facilities, Bach Mai Hospital has issued a resolution on personnel rotation from senior leaders to heads of departments, institutes and clinical centers. Leading experts will also be mobilized to work at both facilities. At the same time, a team of resident doctors from medical universities across the country are being recruited and properly trained in professional and ethical medicine, ready to serve when the new facility comes into operation.
The operation of facility 2 is expected to help reduce the burden on the main facility in Hanoi, while bringing great benefits to people in the surrounding area. Patients will have access to high-quality medical services right in the locality, instead of having to move to the capital, thereby reducing traffic pressure and improving access to health care.
Over the past year, the hospital has recruited over 100 doctors with high professional qualifications, who are being trained both domestically and internationally. In the coming time, recruitment will continue to be promoted to ensure human resources meet operational needs. In addition, the hospital has also planned to equip the most modern medical equipment such as robotics, proton computers, Hybrid operating rooms, etc. to improve treatment quality.

Dr. Duong Duc Hung - Director of Viet Duc Friendship Hospital - said that the second facility in Ha Nam is designed with 1,000 beds and requires about 2,000 medical staff. However, this is a unique human resource, requiring in-depth expertise and long-term training.
He emphasized that graduating doctors cannot practice immediately but must continue additional training; nurses who want to have anesthesia also need 9 months of extra study. Therefore, the hospital has been preparing human resources for 6-7 years, initiated by previous generations of leaders. To date, more than 60 doctors have been selected and trained, becoming the " core" of the personnel framework of facility 2.
The hospital also builds a leadership team, plans recruitment and training systematically, ensuring professional quality at facility 2 equivalent to facility 1. According to the plan, in the first phase, the hospital will exploit 30% of its capacity (about 300 beds) to both operate and perfect human resources, then move towards a comprehensive scale.
In parallel, the bidding for equipment procurement is also being implemented, selecting suppliers to ensure quality and progress. The hospital reports weekly to the Ministry of Health, determined to put facility 2 into operation by the end of 2025, serve the people and reduce the burden on the main facility in Hanoi.
