Despite being banned from import, trading, trading, and use, e-cigarette and heated tobacco products still appear widely on social networks and in the market, causing many health consequences and increasing the risk of nicotine addiction. A worrying reality is that e-cigarettes and heated tobacco products are stillengthering into life, especially among young people.
Recently, Lao Dong Newspaper has continuously published articles reflecting the current situation of e-cigarette and heated tobacco trading activities that are still taking place both openly and secretly after the ban. These products are still sold at stores and street stores, and are also popular on "online markets".
Meanwhile, at medical facilities, cases of e-cigarette poisoning continue to appear, causing doctors to be extremely concerned.
While the National Assembly is discussing amending the Investment Law, a big question arises: Should e-cigarettes - heated tobacco products be included in the list of conditional businesses, or should they continue to be tightened and completely banned?
To discuss this issue more deeply, Lao Dong Newspaper organized a seminar: "Comprehensive ban on e-cigarettes and heated tobacco products - Necessary decision in the draft Law on Investment?".

The Ministry of Health proposes to amend the new Law on Investment related to Cigarettes
Previously, the Ministry of Health sent a document to the Government Office, proposing to add a regulation prohibiting investment and trading of e-cigarettes and heated tobacco products to the Draft Law on Investment (amended), to ensure consistency with Resolution 173/2024/QH15 of the National Assembly.
In the document sent to the Government Office, the Ministry of Health stated that it is necessary to include the content of banning investment in business for "electronic cigarettes and heated tobacco products" in Article 6 of the draft Law on Investment (amended) to comply with Resolution 173/2024/QH15 of the National Assembly.
The reason given by the Ministry of Health is that this Resolution stipulates that from 2025, the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products and other addictive substances will be banned.
Decision No. 1665/QD-TTg of the Prime Minister also assigned the Ministry of Finance to review and develop a Law amending the Investment Law to ensure legal consistency and compliance with the law by enterprises.
