On November 5, the Department of Drug Administration, Ministry of Health said that it had sent a document to the Department of Health of provinces, cities and Vinamake Joint Stock Company to announce the suspension of circulation and nationwide recall of Natural Black Hair Colorant silver sheath product ( Brand: Vinamake), receipt number of the Declaration Form: 82/21/CBMP-HB.
According to the Department of Drug Administration, the above product is the responsibility of Vinamake Joint Stock Company (address: Group 8, Le Thanh Tong Street, Tan Thinh Ward, Hoa Binh City, Hoa Binh Province; Now Group 8, Le Thanh Tong Street, Hoa Binh Ward, Phu Tho Province) to bring the product to the market and produce.
According to Deputy Director of the Department of Drug Administration of Vietnam, Ta Manh Hung, the reason for the recall is that the cosmetic product sample was assessed at the Ministry of Public Security's Institute of Criminal Science, determining that the above product sample did not detect some substances as in the ingredients published and on the product label and packaging and was concluded by the Economic Police Department - Phu Tho Provincial Police as "counterfeit" based on the provisions of Point b, Clause 7, Article 3 of Decree No. 98/2020/ND-CP dated August 26, 2020 of the Government.
The Department of Drug Administration recommends that the Department of Health of provinces and cities strengthen communication and information to businesses, cosmetic users and propagate to people in the area to not do business or use the violating Natural Black Hair Colorant silver-coated fabric ( Brand: Vinamake); return the product supplier and promptly report to the competent authorities when detecting the above-mentioned violating product.
Proceeding to recall the above-mentioned violating products; inspecting and supervising units implementing this notice; handling units violating according to current regulations.
Direct the Testing Center to increase sampling and testing the quality of cosmetic products circulating in the area; establish a hotline, receive information about counterfeit cosmetics, smuggled cosmetics, and cosmetics of unknown origin in the area to promptly coordinate with competent authorities to verify and handle.
The Drug Administration Department requires Vinamake Joint Stock Company to send a notice of revocation to distribution and use facilities for Natural Black Hair Colorant Silver Washing Oil ( Brand: Vinamake); Receive products returned from business establishments and recall all violating products; send product revocation reports to the Drug Administration before November 28, 2025.
For the Phu Tho Department of Health, the Drug Administration of Vietnam proposed to coordinate with local authorities to supervise Vinamake Joint Stock Company in recovering the violating Natural Black Hair Colorant silver-plated fabric ( Brand: Vinamake); Report the results of the inspection and supervision to the Drug Administration before December 12, 2025.
Previously, regarding this company, the Department of Drug Administration (Ministry of Health) sent a document to the Department of Health of provinces and cities; Vinamake Joint Stock Company regarding the suspension of circulation and nationwide recall of the following 3 products:

Regarding the reason for the revocation, according to the Department of Drug Administration, because cosmetic product samples were assessed at the Institute of Criminal Science of the Ministry of Public Security, it was determined that the above product samples did not detect some substances as in the ingredients published and on the product label and packaging. The Economic Police Department - Phu Tho Provincial Police has concluded that it is a "fake goods".
