On July 15, the Ho Chi Minh City Department of Health said that according to the plan for universal health check-ups issued by the Ho Chi Minh City People's Committee (May 25, 2026), the whole city has had 534,346 people have had health check-ups and electronic health records. This is an important milestone, creating a premise for Ho Chi Minh City to enter the 150-day and night peak emulation period with the goal of all people having health check-ups in 2026.
The above results show the positive response of the people, and at the same time affirm the effectiveness of the model of mobilizing the entire health system to participate in primary health care right in the locality.
To accelerate the program, the Ho Chi Minh City Department of Health has completed a plan to connect the medical examination and treatment system with 168 communes, wards, and special zones in the area. Accordingly, public and non-public hospitals, hospitals under ministries and sectors, regional health centers, general clinics and health stations are assigned to accompany each locality throughout the campaign.
Depending on population size and local characteristics, each commune, ward, and special zone will be connected to one or more suitable medical examination and treatment facilities. Hospitals will coordinate with local authorities to organize mobile health check-up teams at health stations, community health check-up points or residential areas, creating favorable conditions for people to access health services.
This is also the first time Ho Chi Minh City has mobilized the entire public and non-public health system to participate in a city-wide preventive health program. Many final-line hospitals of the Central Government and the city such as Cho Ray Hospital, Thong Nhat Hospital, Military Hospital 175, University Medical Center Hospital of Ho Chi Minh City, Gia Dinh People's Hospital, People's Hospital 115, Trung Vuong Hospital, Nguyen Tri Phuong Hospital, Le Van Thinh Hospital... participate together, ensuring that all 168 communes, wards, and special zones have medical forces accompanying them.
The highlight of the program is not only in mobilizing resources but also in forming a sustainable coordination mechanism between hospitals and grassroots healthcare. Local authorities are responsible for making lists, propagating, and mobilizing people to participate, while hospitals take on professional support, organize mobile examinations and referrals when necessary.
In particular, after health check-ups, the information of each citizen will be updated into the Electronic Health Record, creating a platform for continuous health management according to the life cycle. This is an important step in the digital transformation roadmap of the health sector, contributing to shifting from the model of medical examination and treatment when sick to proactive prevention, early detection and health management for people.
From July 16, Ho Chi Minh City will enter the 150-day and night peak emulation period to accelerate the implementation of the program. With more than half a million people having had health check-ups in less than two months, Ho Chi Minh City is gradually realizing the goal of building a universal health care system, putting people at the center, in which everyone has an electronic health record to be monitored and managed for long-term health.
