According to the Ministry of Health, Decree 56/2011/ND-CP on preferential allowances for public health workers has contributed to increasing income. However, after more than 13 years, changes in disease patterns, emerging epidemics and increasing rates of non-communicable diseases require appropriate adjustments.
The draft Decree will apply to both civil servants and contract workers as prescribed in Decree 111/2022/ND-CP, in which each person is only entitled to the highest level of occupational allowance, even if assigned to many different jobs.
According to the draft, the 70% allowance applies to the following subjects:
Officers are regularly and directly assigned to do the following tasks:
- Testing, examination, treatment and care for people with leprosy, tuberculosis, mental illness, HIV/AIDS, and people with group A infectious diseases;
- Forensic examination, forensic psychiatry, pathological anatomy.
- People working in laboratories require biosafety level III.
Qualified officials are regular doctors who work directly at health stations in communes in regions II and III in ethnic minority and mountainous areas.
Officers are regularly assigned to directly perform medical expertise in the field of preventive medicine.
The 60% allowance applies to civil servants:
- Examination, treatment, care for people with infectious diseases (not included in point 1 above); emergency and emergency transportation 115.
- Test to identify infectious agents;
- Border health quarantine;
- Radiation therapy, chemotherapy, molecular biology, nuclear medicine.
The 50% allowance applies to civil servants:
Examination, treatment, care, and service for patients with anesthesia, resuscitation, diagnostic imaging, pediatrics, anti-poisoning, burns, and dermatology.
The 40% allowance applies to civil servants:
- Testing; medical examination; treatment; infection control, patient care, rehabilitation; functional testing; medical assessment; traditional medicine; pharmaceuticals, cosmetics; food safety, nutrition, medical equipment; reproductive health at public health facilities and at nursing facilities for war invalids, sick soldiers, and people with special disabilities, except for cases enjoying the above allowance levels of 70%, 60%, 50%.
- Officials are regularly assigned to directly do population work - family planning.
- Officials are regularly assigned to directly do health education and communication work.
- Officials who do not directly work in medical professions at facilities, institutes, specialized hospitals, centers: HIV/AIDS, leprosy, tuberculosis, mental health, pathological anatomy, forensic medicine.
- Officials not directly involved in medical professions are entitled to no more than 30%.
The draft clearly states that for civil servants who do not directly work in medical professions at general medical service units, civil servants who work in medical professions at agencies, units, and schools, the head of the unit shall consider and decide based on the specific nature of the work and revenue sources, but not exceeding 30% of the current salary scale and grade plus leadership position allowance, seniority allowance beyond the framework (if any) of the beneficiary.
In the draft, the Ministry of Health proposed that the following periods of time are not counted for preferential allowances for the health profession: Time spent on business trips, working or studying abroad for 1 month or more; time spent studying in the country continuously for more than 3 months; time spent on unpaid leave continuously for 1 month or more.
