On September 24, speaking with a reporter from Lao Dong Newspaper, a representative of the Thanh Hoa Provincial Department of Health said that the unit had sent a document to the Department of Home Affairs on the plan to reorganize public service units under the Department of Health.

According to the Thanh Hoa Department of Health, there are currently 7 provincial-level centers in the area (performing the function of preventive medicine, testing, forensic examination, medicine, social protection, social work); 1 specialized general hospital (with the Geriatrics department); 10 basic-level specialized hospitals; 27 basic-level general hospitals (including 4 hospitals with the Geriatrics department); 26 medical centers with 547 commune health stations.
To properly implement the spirit of Official Dispatch No. 59-CV/BCD, the Thanh Hoa Department of Health proposed to establish 166 commune and ward health stations under the People's Committees of communes and wards on the basis of reorganization and consolidation from the current 547 commune health stations. This arrangement is to meet the needs of disease prevention, primary health care and basic medical examination and treatment for the people.
The Department of Health also proposed to stabilize 71 affiliated public service units, of which 26 health centers focus on performing preventive health functions, closely coordinating with the People's Committee and health stations of communes and wards to effectively implement disease monitoring, prevention, and community health management activities.
In the coming time, after the health stations are put into stable operation and the Ministry of Health issues specific instructions on functions and tasks according to the new model, the Department of Health will continue to research and propose plans to reorganize and reorganize 26 health centers. The goal is to build a streamlined apparatus, avoid overlapping functions and tasks, while maximizing operational efficiency.
According to the Thanh Hoa Department of Health, the reason for the proposals is that after the two-level government was strengthened, the team of health managers at the Commune People's Committee was still lacking and not synchronous, while the Ministry of Health had not issued specific guidance documents. Therefore, transferring health stations to commune management in parallel with maintaining the stability of the current health system is necessary.
This plan also contributes to perfecting the grassroots health organization model in accordance with practical conditions, ensuring the maintenance of stable professional activities, not creating sudden pressure on the grassroots health system. Thereby, both improving the effectiveness of caring for and protecting people's health and properly implementing the spirit of Resolution No. 18-NQ/TW of the Central Executive Committee on innovation and reorganization of public service units in the direction of streamlining, effective and efficient operations.
