Talking to a reporter of Lao Dong Newspaper on January 31, leaders of Nghe An Department of Health said that immediately after receiving feedback from press agencies about abnormal phenomena in resolving allowance regimes for mentally ill people in Xuan Lam commune, the Department directed Nghe An Mental Hospital to organize inspection and review of all related records.
The case shows signs of policy fraud, we will inspect and thoroughly review, and advise on strict handling if violations or errors are detected," the leader of the Nghe An Department of Health informed.
An official in charge of social protection under the Nghe An Department of Health said that in the past time, the unit has coordinated with functional agencies to conduct inspections and examinations of the implementation of social protection policies in many localities in the province.
Through inspection, we found that localities basically performed well in management, resolving policies and regimes according to procedures, and targeting the right people. The phenomenon in Xuan Lam commune as reported by the press is isolated, we are really surprised," this official shared.
According to data from functional sectors, currently in Nghe An province there are a total of 135,559 expected disabled people, of which 128,512 people have been granted Certificates of Determining the Level of Disability. For the group of neurological and mental disabilities, there are 27,112 people.
In Xuan Lam commune, the total number of people with disabilities in the area is 1,700 people. Among them, there are 40 people with mild disabilities, 1,356 people with severe disabilities and 304 people with particularly severe disabilities. Currently, there are 1,582 people receiving social allowances and 1,550 people who have been issued health insurance cards.
Previously, the mass media reflected the abnormal signs in Xuan Lam commune, where hundreds of people were identified as patients with neurological and mental disabilities and enjoyed allowances. According to reports, many people on this list still live normally, work, trade, and participate in social activities without showing signs of mental disorders. Some cases have refused to receive allowances and returned their books to the locality.
To clarify the reflected information, Nghe An Mental Hospital has deployed inspection and verification work at Xuan Lam commune health station and neighboring communes, according to the direction of the Director of Nghe An Department of Health.
