Accordingly, for commune-level health stations, 171 health stations of 171 previous commune-level administrative units will be arranged into 55 commune, ward, special zone health stations and 92 stations along with a number of affiliated organizations (under 55 health stations); stopping the operation of 26 health stations, transferring human resources and facilities to other health stations to ensure compliance with population size, area, and distance between health stations. Human resources for health stations after the reorganization are supplemented from the reserve system of current health centers. After the arrangement, health stations are transferred to the People's Committees of communes, wards, and special zones according to administrative boundaries.
For regional general clinics, arrange 7 regional general clinics (PKDKKV), transfer functions to hospitals. Of which, Hoanh Mo follow-up group was admitted to Tien Yen General Hospital; Ha Nam and Nam Khe follow-up groups were admitted to Quang Yen General Hospital; Mao Khe follow-up group was admitted to Dong Trieu General Hospital; Quan Lan follow-up group was admitted to Van Don General Hospital; Cao Xanh follow-up group, Ha Tu were admitted to Lung Hospital.
During the period of arranging health stations, to ensure maintaining medical examination and treatment for local people, it is necessary to continue to maintain the operation of member organizations. When health stations are stable in terms of organizational model and have clinics, theKKV Central Board will stop operating.
For health centers, transfer human resources and preventive functions and tasks, population to health stations, including 402 employees (including 88 doctors) to reorganize 13 health centers into 5 regional general hospitals. Accordingly, Mong Cai Medical Center, Hai Ha Medical Center and Dam Ha Medical Center will be merged into Mong Cai Regional General Hospital (including 1 main facility and 2 affiliated facilities).

Merging Tien Yen Medical Center, Binh Lieu Medical Center, Ba Che Medical Center into Tien Yen Regional General Hospital (including 1 main facility and 2 affiliated facilities).
Merging Van Don Medical Center and Co To Medical Center into Van Don Regional General Hospital (including 1 main facility and 1 affiliated facility).
Merging Quang Yen Medical Center and Uong Bi Medical Center into Quang Yen Regional General Hospital (including 1 main facility and 1 affiliated facility).
Rearrange Dong Trieu Medical Center into Dong Trieu Regional General Hospital.
Stop the operation of the old Ha Long City Medical Center and the old Cam Pha City Medical Center, transfer human resources, preventive functions and tasks to health stations (the human resources, functions and tasks of the old Ha Long City Medical Center will be transferred to the Lung Hospital).
For provincial hospitals, Ha Long General Hospital and the Provincial General Hospital will be merged into the Provincial General Hospital (including 1 main facility and 1 affiliated facility). A number of human resources will be transferred from Ha Long General Hospital to the Lung Hospital to meet the scale of 330 hospital beds that have been invested in construction.
Research and develop Bai Chay Hospital into a general, specialized hospital.
Along with that, the Social Work Center, the Social Protection Center and the Special Circumvention Children's Care Facility will be merged into the Social Assistance Center (including 1 main facility and 2 affiliated facilities).
Merge the Mental Health Protection Center into the Mental Health Protection Hospital.
For specialized departments under the Department of Health, the Social Protection Department and the Social evil Prevention Department will be merged into the Social Protection Department.
