On May 30, 2026, the Government issued Decree 192/2026/ND-CP stipulating a number of specific allowances in the field of health, and monthly support for village and residential group health workers and village and hamlet midwives. The Decree takes effect from July 15, 2026.
Level of 325,000 VND/person/on-duty session for: special-class, class I medical facilities; Central Institute of Forensic Psychiatry, Bien Hoa Central Institute of Forensic Psychiatry.
Level of 255,000 VND/person/on-duty for: grade II medical facility, regional forensic psychiatric center, Military Forensic Institute under the Ministry of National Defense, Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security, National Coordination Center for Human Organ Transplantation (for on-duty coordination for taking, transporting, preserving human organs and tissues).
Level of 185,000 VND/person/on-duty for: remaining medical facilities, departments doing forensic work under the Criminal Technical Department, Provincial Police, public non-hospital emergency facilities (for on-duty at emergency points), commune-level health stations, health station points under commune health stations, military-civilian medical stations, military-civilian medical clinics, hospitals of the People's Police, public social assistance facilities directly under the Ministry of Health.
Level of 70,000 VND/person/on-duty session for: nursing and nursing facilities for people with meritorious services; remaining public social assistance facilities.
If on duty 24/24 hours at special departments and areas, the on-duty allowance is calculated at 1.5 times the above regulated level.
If on duty 24/24 hours on weekly holidays, the duty allowance is calculated as 1.3 times the above regulated level; on duty on holidays and Tet, the duty allowance is calculated as 1.8 times the above regulated level.
Workers working in shifts 12/24 hours at departments and special areas on weekly holidays, holidays, and Tet according to Point a, Clause 2, Article 3 of this Decree are entitled to a level equal to 0.5 times the 24/24 hour duty allowance level.
Workers working in shifts of 12/24 hours specified in point b, clause 1, Article 3 of this Decree are entitled to a level equal to 0.5 times the 24/24 hour duty allowance level.
Workers working in shifts of 16/24 hours specified in point b, clause 1, Article 3 of this Decree are entitled to a level equal to 0.75 times the 24/24 hour duty allowance level.
The Decree also clearly states that on-duty workers under the permanent residence regime are entitled to allowances ranging from 35,000 - 160,000 VND/person/on-duty session depending on the level of medical facility.
In addition, workers on duty 24/24 hours are supported with meal money of 40,000 VND/person/duty session.
