Affirming the role of representing and protecting workers
One of the major focuses identified by the Vietnam Railway Trade Union is to focus all resources to effectively perform the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers.
Accordingly, trade unions at all levels will continue to improve the quality of dialogue, negotiation and signing of collective labor agreements, especially in contents directly related to workers' lives such as wages, working conditions, and welfare regimes.
Over the past time, the Vietnam Railway Trade Union has negotiated and signed a collective labor agreement of the Parent Company - Vietnam Railways Corporation in 2025 with many clauses that are more beneficial to employees and higher than the provisions of law.
Currently, the entire industry has 53 collective labor agreements out of a total of 60 independently accounted enterprises and units, applied to 98 units and businesses. This is considered an important foundation for building harmonious, stable and progressive labor relations throughout the industry.
In addition, programs to care for life and "Union member welfare" continue to be promoted to support workers to overcome difficulties, improve their quality of life, and create motivation to stick with the industry.
According to Mr. Ha Trong Thang, one of the requirements set in the new period is to improve the quality of the contingent of trade union officials, especially grassroots trade union officials - the force directly involved in contacting and grasping the thoughts and aspirations of workers.
Implementing the spirit of Resolution No. 18-NQ/TW and the direction of the Vietnam General Confederation of Labor, the Vietnam Railway Trade Union has proactively arranged and consolidated the organizational structure in a streamlined and effective direction.
To date, the Vietnam Railway Trade Union has 66 directly affiliated grassroots trade unions, a decrease of 4 focal points compared to the beginning of the term; 2 upper-level trade unions directly under the grassroots level, a decrease of 1 focal point; 31 grassroots trade unions, a decrease of 3 focal points; the Vietnam Railway Trade Union agency has 2 departments, a decrease of 1 department compared to the beginning of the term.
The streamlining of the apparatus not only aims to improve operational efficiency but also contributes to promoting the capacity of trade union officials, adapting to modern management requirements and transforming the operating model of the Railway industry.
In parallel with that, professional training and training of high-quality human resources continue to be promoted to meet the development requirements of the Railway industry in the new era, especially in the context that the industry is gradually approaching modern technology, digital transformation and railway logistics development.
Strongly innovate operating methods, taking digital transformation as a driving force
A prominent highlight in the orientation of the Vietnam Railway Trade Union's activities in the coming time is the requirement to strongly innovate the method of trade union activities, focusing on digital transformation and information technology application.
The Vietnam Railway Trade Union continues to implement Resolution No. 03/NQ-CDDS dated July 25, 2019 of the Executive Committee of the 15th Vietnam Railway Trade Union on synchronously implementing solutions to innovate the organization and methods of trade union activities; and at the same time concretize the spirit of Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on innovating the organization and operation of the Vietnam Trade Union in the new situation.
In each field of work, the trade union organization will continue to innovate in a practical and effective direction, strongly focusing on grassroots levels and workers; from women's work, propaganda, mobilization of union members, to emulation movements, foreign affairs activities and application of technology in management and administration.

According to the Vietnam Railway Trade Union, digital transformation is not only an internal requirement of the trade union organization but also an inevitable requirement to accompany the modernization process of the railway industry, build a modern production force, and improve labor productivity and competitiveness.
With the action theme "Solidarity - Democracy - Discipline - Innovation - Development", term 2025-2030, the Vietnam Railway Trade Union sets a goal to comprehensively innovate the content and methods of operation on the foundation of innovation and digital transformation; effective management according to the goal of serving union members and workers; actively participating in management, contributing to building business development.
The three breakthroughs identified include: strongly innovating trade union operating methods associated with digital transformation; focusing on protecting the legitimate rights and interests of workers through dialogue and collective negotiation; participating in building modern production forces to meet the development requirements of the Railway industry in the new era.
This is not only the development orientation of the railway industry trade union organization alone but also shows the companionship with the socio-economic development goals of the country, including the double-digit growth requirement that the entire political system is aiming for.
To achieve this goal, the trade union organization is expected to continue to promote its role as a nucleus of solidarity, creating consensus in the workforce; promoting the creative labor emulation movement; building high-quality human resources and contributing to improving labor productivity in the entire industry.
Along with that, the Vietnam Railway Trade Union also expects that the 14th Congress of the Vietnam Trade Union will continue to propose major policies to innovate the trade union organization towards streamlining, modernization, increasing autonomy and representative capacity; and at the same time have more mechanisms to support the training of high-quality human resources, promote digital transformation and improve welfare for workers in key economic sectors, including the Railway sector.
