USA Today reported that on February 25, US President Donald Trump proposed replacing the foreign investment visa program (EB5) with a yellow card that can be purchased for 5 million USD as a path to becoming a US citizen.
The current program grants green cards to foreigners who are committed to investing in US businesses.
In an interview, Mr. Trump said: "We will sell a yellow card" and stated the price of the card was 5 million USD.
President Trump has promised that this card will bring the same privileges as a green card and open the way to becoming a US citizen. He continued to note that the rich would go to the US by buying this type of card.
According to Mr. Trump, the detailed plan for the above type of card is expected to be announced within the next 2 weeks.
When asked by a reporter whether Russian tycoons could qualify for yellow cards, Mr. Trump replied: "Maybe. I know some Russian tycoons are very kind people.
Also on February 25, US Secretary of Commerce Howard Lutnick told the press that Trump's plan is aimed at bringing justice in the context of the EB-5 program that the current US administration considers "full of unreasonable things, fake and fraud".
The EB-5 settlement investment program, managed by the US Immigration Department (USCIS), was established by the US Congress in 1990 with the aim of "stimulating the US economy through job creation and attracting investment capital from foreign investors", USA Today quoted information from the USCIS official website.
