According to PAGASA, low pressure area LPA 08c has strengthened into Typhoon Peilou and is being closely monitored for developments.

August 9 (Manila time, Philippines), according to the latest weather forecast from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), low pressure area LPA 08c has strengthened into a tropical storm and is internationally named Peilou. The system is currently being monitored outside the Philippine Area of Responsibility (PAR).

According to PAGASA, by 3 pm on August 9, Typhoon Peilou was located about 2,200km east of the northernmost point of Luzon Island, with maximum sustained winds of 65 km/h and gusts up to 80 km/h.

Peilou was previously identified as the low pressure area LPA 08c, then developed into a tropical depression before strengthening into a tropical storm. PAGASA is continuing to monitor the system while the storm is still outside PAR.

Meanwhile, Typhoon Dolphin is also active outside the Philippine Area of Responsibility. According to PAGASA, at 8:00 AM on August 9, Typhoon Dolphin was located about 825km north-northeast of the northernmost part of Luzon, with maximum winds of 150 km/h and gusts of up to 185 km/h. The typhoon is moving northwest at a speed of 10 km/h.

Typhoon Dolphin's crevice is forecast to cause cloudy skies, showers and scattered thunderstorms in Batanes on August 10.

In addition, the southwest monsoon (Habagat) continues to cause rain in many areas of Luzon and Visayas. PAGASA forecasts rain due to Habagat will appear in Ilocos Sur, La Union, Benguet, Zambales, Bataan and Occidental Mindoro.

Metro Manila and the areas of Nueva Vizcaya, Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite, Batangas, Oriental Mindoro and Antique may experience scattered rain. The remaining areas of the Ilocos region and the administrative region of Cordillera are also affected by Habagat rain.

In the Negros island region, the rest of the Western Visayas and other areas in Luzon, it is forecast to be cloudy, with scattered showers and thunderstorms.

Due to the influence of strong winds, the northern and western Luzon areas may experience rough seas with waves 2.8 - 4m high. The remaining sea areas are also forecast to have moderate to strong winds, with waves 1.5 - 3.4m high in the rest of Luzon and 1.2 - 3.1m high in Visayas and Mindanao.

PAGASA recommends that people continue to follow the latest weather reports in the context of Typhoons Peilou and Dolphin operating outside the Philippine Area of Responsibility, and Habagat continuing to cause rain in many areas.
