Amending petroleum products to announce base prices
Pursuant to Clause 2, Article 1 of Circular 18/2025/TT-BTC amending and supplementing Clause 4, Article 1 of Circular 17/2021/TT-BTC on gasoline price management:
- State-owned petroleum products announcing the base price are petroleum products and oils commonly consumed in the market, including biofuel, mineral petroleum, diesel, kerosene, mat oil. The Ministry of Industry and Trade determines each item of gasoline and oil with the most consumes in the groups of biofuel, mineral gasoline, diesel, kerosene, and matte oil to make the announcement of the basic price.
- Based on the data on the factors that make up the price of petrol and oil facilities according to regulations and opinions participating in the management of petrol prices of the Ministry of Finance in writing, the Ministry of Industry and Trade announced the base price and the selling price of petrol and oil.
Thus, Circular 17/2021/TT-BCT stipulates that the petroleum products that the State announces the basic price include biofuel, mineral gasoline, diesel, kerosene, and mat oil. The Ministry of Industry and Trade will identify popular consumer goods in this group to announce the base price.
- Circular 18/2025/TT-BCT maintains the above regulations but adjusts some details on how the Ministry of Industry and Trade determines popular consumer goods to announce the basic price.
Report on domestically produced petroleum
According to Circular 18/2025/TT-BTC, periodically, before the 29th of the last month of the quarter, petrol and oil production traders reported domestic petrol and oil production according to the type 7A form in the Appendix attached to Circular 17/2021/TT-BCT in the period from the 21st month of the first month of the first month to the first month of the last month of the Ministry of Industry and Trade to summarize the calculation of the petroleum from the water source in the water source from the water source in the water source. Announcing the base price and selling price of gasoline
Circular 17/2021/TT-BCT clearly stipulates that the Ministry of Industry and Trade will announce the basic price and the selling price of gasoline based on price components, along with the participation of the Ministry of Finance in writing.
Circular 18/2025/TT-BCT continues this regulation but adds details on the process and method of the Ministry of Industry and Trade in announcing the basic price and selling price of gasoline.
Circular 18/2025/TT-BCT has clarified the reporting processes and requirements, while continuing to maintain the principles of operating petroleum prices as stipulated in Circular 17/2021/TT-BCT.
Amending regulations on registering total minimum annual gasoline sources
Clause 3, Article 1 of Circular 18/2025/TT-BTC amending and supplementing Clause 7, Article 1 of Circular 17/2021/TT-BTC stipulates the registration of the total minimum annual gasoline source:
- Before November 30 every year, petroleum traders submit a set of documents to register the total minimum petroleum source for the following year as prescribed in Clause 25, Article 1 of Decree 95/2021/ND-CP to the Ministry of Industry and Trade (as prescribed in Circular 17 before November 15 every year)
- Before December 31 every year, the Ministry of Industry and Trade allocates the total minimum fuel source to petroleum traders for implementation in the following year according to the provisions of Clause 24, Article 1 of Decree 95/2021/ND-CP. In case of not allocating the total minimum fuel source, the Ministry of Industry and Trade will respond in writing and state the reason.
In case there is a need to adjust the total minimum supply of gasoline and oil, traders of gasoline and oil trading units shall send an official dispatch to the Ministry of Industry and Trade before October 30 every year (according to Circular 17, before September 30 every year)
Circular 18 also stipulates that in the case of the total expected supply of all annual supply of producing units of producing and traders in petrol and oil business, the market's demand, the Ministry of Industry and Trade adjusts the total minimum petrol and oil source assigned to the petrol and petroleum traders before November 30 of the year. In case of not adjusting the minimum total petroleum source, the Ministry of Industry and Trade responded in writing and stated the reason.
In case necessary, in order to ensure the supply of gasoline for the domestic market, the Ministry of Industry and Trade stipulates the progress of importing and purchasing gasoline domestically or adjusts to increase the total minimum gasoline source for traders to implement.
The petroleum business unit must ensure the progress of the total minimum petroleum source assigned by the Ministry of Industry and Trade according to regulations.
