The market situation and prices of goods in the city are relatively stable, there is no shortage of goods or sudden price increases causing market instability.
Handling 11,641 cases of trade fraud violations in 9 months
Hanoi is the economic center of the country, where large and vibrant commodity trading activities are concentrated. It is a place for gathering, delivering, and receiving goods to provinces and vice versa.
According to the assessment of Steering Committee 389 (BCD 389) of Hanoi City, with that special position, the situation of smuggling, transportation of prohibited goods, production and trading of counterfeit goods and commercial fraud in the city has many potential and complicated risks.
In recent times, although the City People's Committee and the City Steering Committee 389 have regularly directed departments, branches and localities to step up the fight against smuggling, production, and trade of counterfeit goods and trade fraud in the city, the authorities have regularly strengthened inspection and control.
However, Hanoi is a densely populated area with high consumer demand, economic potential, and high profit earning, so the situation of trading in smuggled goods, counterfeit goods, infringement of intellectual property rights, trade fraud, violations of food safety, and e-commerce still occurs with many different methods and tricks.
The violating goods are diverse with items such as clothes, food, milk, candy, cosmetics, functional foods, pharmaceuticals, electronics, refrigeration, etc.
Counterfeit goods manufacturers often import, process, process, pack, and label finished products of registered brands of domestic and foreign organizations; label goods with fake instructions on origin, defraud or use packaging, labels, and anti-counterfeit stamps that are sophisticatedly exported from real goods, even print aluminum film, print original seed boxes to deceive consumers and authorities to check.
In addition, the subjects take advantage of e-commerce platforms (Shopee, Lazada, Tiki...) and use social networking sites ( Facebook, Zalo...) and delivery services to advertise, sell, transport smuggled goods, counterfeit goods, banned goods, goods that violate intellectual property rights, poor quality goods, goods of unknown origin.
Through professional work, in the first 9 months of 2025, the functional forces in the Hanoi Steering Committee 389 inspected 16,596 cases; handled 15,056 violations (of which, 14,914 cases were handled administratively, 142 cases/233 defendants were prosecuted).
The number of violations detected includes: 2,056 cases of banned and smuggled goods; 1,359 cases of counterfeit goods, intellectual property violations; 11,641 cases of trade fraud.
Through handling, 4,385 billion 226 million VND was collected and paid to the state budget.
Hanoi takes the lead in completing Steering Committee 389
According to the report of the Hanoi People's Committee 389, in recent times, the leadership and direction of the City People's Committee in combating, preventing and handling acts of producing and trading goods of unknown origin and not ensuring quality has been implemented resolutely, synchronously and achieved many positive results.
The proactiveness and flexibility in direction and management, along with clearly defining the roles and responsibilities of departments, branches, sectors and localities, have created a foundation for effective control of the situation, contributing to protecting consumer rights, maintaining market stability and promoting sustainable socio-economic development.
Departments, branches and localities have done a good job of directing and disseminating, requiring affiliated units and functional forces to strictly implement the Directives, Official Dispatches, Plans, and directives of the Prime Minister, National Steering Committee 389, City People's Committee and City Steering Committee 389 in the fight against smuggling, trade fraud and counterfeit goods;
Timely detection, fight, prevention and handling of many cases, prosecution of many criminal cases and violators, especially cases of production and trading of fake milk, fake medicine, fake functional foods... The achievements of the City's functional forces have been commended and recognized by the Prime Minister in Official Dispatch No. 72/CD-TTg dated May 24, 2025.
In the past 9 months, one of the outstanding results of the Hanoi City Steering Committee 389 is the work of perfecting and establishing the 389 Steering Committee at all levels.
Accordingly, immediately after implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee on merging agencies, units and the model of two-level government into operation, the City Steering Committee 389 has urgently improved the Steering Committee, at the same time directed, guided and urged 126 communes and wards to establish Steering Committees 389 communes and wards to ensure the work of combating smuggling, trade fraud and counterfeit goods is smooth, without interruption, and without gaps.
