Lunar New Year is always the time when people's consumer demand increases, leading to potential risks of smuggling, trade fraud, counterfeit goods, poor quality goods and food safety violations.
Recognizing that challenge, the Steering Committee 389 of Hanoi City has issued a peak plan to fight against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026, with the determination to stabilize the market and protect the legitimate rights of genuine consumers and businesses.
Be proactive early, from afar, do not let it get "hot" during Tet
According to the plan, the peak period against smuggling, trade fraud and counterfeit goods in Hanoi will be implemented from December 16, 2025 to March 15, 2026. This is a key period, not only covering the peak shopping season at the end of the year but also lasting throughout and after Tet.
The consistent goal of the peak period is to proactively detect, prevent and strictly handle acts of smuggling, illegal transportation of goods, trading in counterfeit goods, goods violating intellectual property rights, goods of unknown origin, and not ensuring food safety.
At the same time, it is necessary to ensure a balance of supply and demand, stabilize prices of goods, and prevent shortages and price fever that cause market instability during Tet.

The Steering Committee 389 of Hanoi City requires functional forces to conduct inspections and controls in accordance with the focus, key points, and legal regulations; all violations must be strictly handled, without forbidden areas or exceptions.
In particular, the work of performing public duties must ensure discipline and order, strictly prohibiting all acts of taking advantage of or abusing inspection and control rights to harass, cause difficulties and inconveniences for organizations and individuals operating in production, trade and services in the City.
Clearly identify key routes, areas and essential goods
One of the key contents of the peak plan is to clearly identify the route, area, subjects and key items. Accordingly, Hanoi focuses on inspecting high-risk areas such as warehouses and goods gathering points in some communes and wards (such as Thanh Tri, Hoang Mai, Hai Ba Trung, Gia Lam, Long Bien, etc.); Noi Bai International Airport area; traffic routes in and out of the city; wholesale markets, traditional markets, shopping centers, supermarkets, and convenience stores.
Notably, the plan emphasizes the strengthening of control of e-commerce trading floors, social networks (facebook, zalo, Tiktok...) to promptly prevent the business of smuggled goods, goods of unknown origin, production and trading of counterfeit goods, goods violating intellectual property rights; goods affecting security, order, and social safety;
Prohibited goods such as drugs, firecrackers, weapons, explosives, smuggled cigarettes, violent children's toys, etc.; violations of trading and transporting livestock, poultry and products from livestock, frozen poultry, medicine, agricultural supplies; counterfeit goods of famous brands...

In addition, strictly control conditionally imported goods with high tax rates, high value and essential goods, consumed a lot during the Lunar New Year such as: Clothes, shoes, food, wine, beer, cigarettes, candy, fruits, electronics, cosmetics, petroleum, liquefied petroleum gas...
The content of the Plan also clearly states that, based on assigned functions and tasks, Departments, branches, agencies, units, and Steering Committees 389 of communes and wards proactively coordinate with press and radio agencies to increase information and propaganda on the harmful effects of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights;
Propagate about the tricks and methods of fraud of the subjects so that people can recognize and be vigilant; propagate the Campaign "Vietnamese people prioritize using Vietnamese goods" to raise awareness and responsibility of cadres, civil servants and people in the fight against smuggling, trade fraud and counterfeit goods in the city....
