Greener, cleaner and more sustainable
Mr. Nguyen Viet Thang - General Director of Binh Son Refining and Petrochemical Joint Stock Company (BSR) said that the implementation of the E10 gasoline production roadmap is not only a requirement to implement the major policy of the Government and the Ministry of Industry and Trade, but also an inevitable step in the process of energy transition towards being greener, cleaner and more sustainable.

With a manufacturing enterprise like BSR, we are very aware that the development of biofuel, especially E10, is not simply a market story but also associated with the responsibility of ensuring national energy security, adapting to the trend of reducing emissions and improving the competitiveness of Vietnam's refining and petrochemical industry" - Mr. Nguyen Viet Thang emphasized.
In the context of the complicated conflict situation in the Middle East, causing impact on the global energy market, BSR is also ready to produce 60,000 tons of ethanol to blend with E10 gasoline. This is considered an important solution to enhance Vietnam's proactiveness in ensuring energy security.
Dung Quat Oil Refinery managed by BSR, with the advantage of modern blending infrastructure and a system of tanks and pipelines directly connected to the Central Petroleum Biofuel Plant, is expected to play an important role in supplying E10 gasoline to the market.
In the distribution stage, Vietnam Oil Corporation (PVOIL), a member unit of Petrovietnam, has piloted the sale of E10 RON95 gasoline from August 1, 2025. With the capacity, blending facilities and warehouse systems that have been carefully prepared, PVOIL affirms that it is completely confident and ready to widely deploy the blending and trading of E10 gasoline in accordance with the direction of the Government and relevant ministries and sectors.
The Prime Minister requested to accelerate the roadmap for deploying E10 bio-gasoline right in April 2026, in the context that the world energy market continues to be complex, gasoline and oil prices fluctuate sharply, and the problem of increasing domestic supply autonomy is becoming more urgent than ever.
According to the direction of the Prime Minister, early promotion of E10 gasoline is not only aimed at encouraging the use of clean fuel, accelerating energy transition, but also towards the goal of contributing to reducing about 10% of mineral gasoline consumption. This is considered an important step in the context of a strongly volatile world energy market.
Widespread deployment from April 2026
In fact, the foundation for this roadmap has begun to form. According to representatives of the Domestic Market Management and Development Department (Ministry of Industry and Trade), currently 12 out of a total of 26 key petroleum enterprises have facilities for blending and mixing bio-gasoline; of which, 3 enterprises have been licensed to establish facilities for blending and mixing E10 bio-gasoline. This is an important basis for expanding deployment in the market in the coming time.

Previously, E10 bio-gasoline was piloted by Vietnam Oil Corporation (PVOIL), a member unit of Vietnam National Petroleum Group (Petrovietnam) and Vietnam National Petroleum Group (Petrolimex), in many stores in major cities from August 2025, to assess the market and practical implementation capacity.
In addition, another member unit of Petrovietnam, Binh Son Refining and Petrochemical Joint Stock Company (BSR), has also actively and proactively implemented the Government's roadmap for E10 biofuel. Currently, the Central Petroleum Biofuel Plant (BSR-BF) has officially started trial runs since the beginning of 2026 and has produced the first batch of ethanol raw materials.
In the initial trial run phase, the plant produced about 470 tons of fuel ethanol. After the trial operation phase, the plant continues to review, overcome and optimize technical items to improve operational efficiency.
It is expected that from the beginning of April 2026, the plant will operate at a production level of about 60,000 tons of ethanol/year, equivalent to more than 5,000 tons/month. This ethanol source will be supplied directly to Dung Quat Refinery operated by BSR through a pipeline system connected to the factory's tank system, creating favorable conditions for blending E10 gasoline on a large scale.
