Accordingly, on October 21, the Ministry of Public Security said that, based on Article 46 of Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation, the Ministry organized a public consultation on the consideration of commendation for the following individuals:
Considered and awarded the title of "National Emulation Fighter" to Major General Nguyen Huu Manh - Director of Ninh Binh Provincial Police.
Director of Ninh Binh Provincial Police - Major General Nguyen Huu Manh was appointed to this position from July 1, 2025.
Previously, he held the position of Director of Nam Dinh Provincial Police. He is also a member of the Provincial Party Standing Committee, Secretary of the Ninh Binh Provincial Police Party Committee.
In August, Major General Nguyen Huu Manh was awarded the First Class Medal of Honor.
Also in the week, on October 23, the Ministry of Public Security also proposed to consider and award the title of "National Emulation Fighter" to Colonel Phung Van Hue - Warden of Dai Binh Prison (Lam Dong Province), Department of Police for the Management of Prisons, Compulsory Education Facilities, and kindergartens, Ministry of Public Security.
Colonel Phung Van Hue received the Medal of Honorary Soldier of First, Second and Third Class; Certificates of Merit from the Minister of Public Security, Minister of National Defense, Minister of Justice, Vietnam Lawyers Association, General Department of Civil Judgment Enforcement Police (THAHS) and judicial support, Department of Police for prison management, compulsory education facilities, and reformatory schools.
Mr. Hue has repeatedly achieved the title of "Emulation Fighter of the entire People's Public Security Force" and for many consecutive years has achieved the title of "Emulation Fighter of the grassroots" ...
