On October 1, the Government Office announced that Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing two-level local governments (Government Steering Committee) - has just signed document No. 137/CV-BCD requesting Chairmen of People's Committees of provinces and cities to assess the feasibility of decentralization, delegation of power, and authority determination.
Based on the list of decentralization tasks and delegation of authority in current legal documents, it is recommended that local authorities clearly state their opinions on each content:
1. Unable to take the exam;
2. Difficulties: Due to different understandings, implementation procedures, administrative procedures...
3. Proposal (Ministers, Prime Ministers, Government...).
The local opinion should be sent to the Steering Committee (through the Ministry of Home Affairs) no later than 4:00 p.m. on Friday, October 3, 2025 to coordinate with the Ministry of Justice to synthesize and report to the Government, the Prime Minister and the Politburo and the Secretariat.
For tasks under the district level that have previously been assigned authority to the provincial or commune level in current legal documents, in case of problems and difficulties, the Provincial People's Committee should be proactive and flexible in directing, operating and clearly assigning responsibilities to relevant agencies and organizations to promptly remove difficulties and take responsibility for organizing implementation according to their authority.
In case of exceeding the authority, there is a document requesting the ministries managing the sectors and fields to report to the competent authorities for consideration, resolution or decision according to their authority (at the same time, send the Ministry of Home Affairs 1 copy for summary and monitoring).
According to the Government Portal, the Ministry of Home Affairs has sent 34 Department-level leaders and civil servants with in-depth expertise to the grassroots level, promoted positive effectiveness, regularly grasped the local situation and reported weekly and daily results to the ministry.
Ministries and ministerial-level agencies continue to strengthen the organization of online conferences and training as well as inspections, professional guidance and response to recommendations.
Ministries and ministerial-level agencies have established standing groups and working groups; established hotlines (zalo, phone), specialized pages and sections to receive local feedback and recommendations.
Some ministries have proactively worked with local departments and branches and at ministries and units to grasp the implementation situation and directions to remove difficulties and obstacles in areas under their management authority.
The Ministry of Home Affairs, as the standing agency of the Government Steering Committee, has maintained the reception of feedback, recommendations, difficulties and problems (from localities, people, businesses) in the process of operating local governments at both levels through many forms.
Recently, many local difficulties and problems have continued to be issued by ministries and branches with guiding documents, resolving issues related to civil status, justice (Ministry of Justice), policies, salaries, insurance, civil servant and public employee positions (Ministry of Home Affairs), infrastructure asset management, urban development after the arrangement of administrative units (Ministry of Construction), registration of stamps and foreign affairs (Ministry of Foreign Affairs).
