Solving the problem of excess and shortage of staff
According to statistics, Da Nang currently has 25 communes and wards with a shortage of 154 civil servants, mainly in key areas such as justice - civil status, land administration - construction - urban and environment, culture - society, finance - accounting, office - statistics. On the contrary, in 67 communes and wards in the inner city, the number of cadres exceeded the demand with 741 civil servants, leading to an imbalance, surplus and shortage.
To solve this problem, Da Nang has issued Project No. 1342/QD-UBND with a clear goal: Reviewing and rearranging cadres and civil servants of communes and wards; mobilizing and seconding from places with surplus to places with shortage; increasing forces for mountainous areas and remote areas to ensure smooth operations of local government.
According to the project, within 5 years, the city will resolve 587 redundant civil servants and organize the apparatus in a streamlined and efficient manner. The personnel arrangement is carried out publicly and transparently.
The City Department of Home Affairs is the first unit to issue a Plan to directly send 15 civil servants to strengthen 19 mountainous communes and border communes. These are officials holding leadership and expert positions in the departments: Government Building, Civil Servants - Public Employees, Organization of the payroll, Administrative Reform, Documents - archives.
At the same time, the Department of Agriculture and Environment also announced the decision to second 75 officers of the Land Registration Office to support communes and wards in the field of land management, within 3 months. These officers provide professional guidance and directly receive and process documents, and remove obstacles on the spot. Mr. Pham Nam Son - Director of the Department of Agriculture and Environment - emphasized: "Increasing the number of cadres from the city not only solves immediate difficulties, but also creates cohesion, shares experiences, and improves the capacity of grassroots teams".
Policy to help cadres feel secure in "location"
To help staff feel secure in their work, the city has issued many support policies: Arrange public housing, support travel, living expenses, prioritize considering early salary increases, supplement planning, prioritize work arrangement after completing tasks. According to Decree 178/2024/ND-CP, civil servants who have worked at the grassroots level for 3 years will enjoy many other benefits.

Mr. Nguyen Hong Lai - Secretary of the Commune Party Committee - said: "Our commune still lacks land and internal affairs cadres. In the near future, there will be an increase in cadres from the city, we are very happy, because we will have more human resources and receive professional guidance.
In fact, in mountainous communes, State management requires cadres to be " proficient": From handling land records, construction to cultural and social work. However, due to the characteristics of remote areas and difficult socio-economic conditions, many positions have not attracted specialized people. The increase of cadres from the city is a boost to solve the immediate human resource problem.
Expectations for a streamlined, effective and efficient administration
Speaking at a recent meeting with the Organizing Committee of the City Party Committee, Secretary of the Da Nang City Party Committee Luong Nguyen Minh Triet emphasized: "We must grasp the staff, thereby arranging them reasonably, ensuring effectiveness and efficiency. In particular, at the commune and ward levels - where people are closest to them directly, cadres must be more streamlined, professional, and dedicated. streets and villages must be connected through a team of civil servants".
Mr. Triet also directed the Organizing Committee of the City Party Committee to conduct a comprehensive review, conduct reasonable mobilization and secondment, and ensure the synchronization between the government and the Party and mass organizations. The goal is to completely resolve the personnel backlog in September 2025.
The policy of arranging and rearranging cadres and civil servants from the city to the village is expected to create a positive effect. City officials have the opportunity to experience and practice at the grassroots level; while commune and ward governments in mountainous and remote areas are supported and improve the quality of activities. People also directly benefit from faster and more efficient administrative services.
