After 3 months of operation, the local government apparatus at both levels has been gradually operating smoothly and improving its effectiveness and efficiency, bringing convenience to people and businesses.

However, the team of cadres and civil servants at the commune level and in many places has not met the new requirements; the situation of surplus and shortage of cadres still exists, especially in specialized fields such as: Information Technology, finance, land, education, health. Recruitment of specialized human resources is facing difficulties due to lack of recruitment resources and limited contracts.

At the Government meeting on October 1, Prime Minister Pham Minh Chinh pointed out that the determination of job positions at the commune level is still stuck, causing anxiety, and requires immediate solutions.

Areas with strong socio-economic development have a lot of overloaded work and work, but the policies are not suitable.

From there, the Prime Minister directed to continue reviewing and assigning to localities where there is a shortage of personnel; some cadres with limited capacity must improve their own capacity and the agencies must increase training, guidance and coaching.

The Prime Minister requested to continue to assess and carefully review to overcome the current difficulties in commune-level cadres and civil servants who are both lacking and weak in the immediate and long term; provide final guidance on determining job positions and staffing at the commune level.

Regarding job positions, Deputy Minister of Home Affairs Truong Hai Long said that the Ministry of Home Affairs will preside over advising the Government Party Committee to report to the Politburo to review and complete regulations on job positions and staffing framework for cadres and civil servants in the 2026-2030 period for ministries, branches and localities to implement.

In the immediate future, the Ministry of Home Affairs has oriented 36 job positions at the commune level.

For the positions of civil servants in leadership and management at the commune level, it is expected that there will be 8 positions (Chief of the People's Council and People's Committee Office; Head of Department; Deputy Chief of the People's Council and People's Committee Office; Deputy Head of Department; Director of the Public Administration Service Center; Deputy Director of the Public Administration Service Center; Commander of the Commune-level Military Command; Deputy Commander of the Commune-level Military Command.

28 professional positions, spread across the fields:

Office 4 positions (office specialist, information technology specialist, administration specialist - office, clerical staff).

The judiciary has 1 position ( tu tu phap expert: Law making and organization of law enforcement; judicial work; mediation at the grassroots level; legal aid, adopted children, household registration, certification; management of handling administrative violations).

Foreign affairs 1 position (Foreign Specialist).

Finance - Plan for 4 positions (Financial expert; state accountant; specialist in planning management, investment, statistics; specialist in management of business household registration, cooperative group, cooperative).

Construction - Industry and Trade 4 positions (specialist in planning management, construction, architecture; specialist in management of construction investment activities, urban development, urban technical infrastructure; specialist in industry and trade; transportation).

The fields: Agriculture - Environment 4 positions; Internal Affairs 3 positions; Education and training 1 position; Culture, Science and Information 3 positions; Health 1 position; Public Administration Service Center 1 position; Militia and Self-Defense 1 position.
