The Government Office has just issued Notice No. 336/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting on June 30 on reviewing the progress and results of implementing interconnected and synchronous digital transformation tasks to prepare for the implementation of the 2-level local government model smoothly, effectively, and without interruption from July 1, 2025.
The People's Committees of provinces and centrally run cities must complete the conversion and coordination of data on the systems of the provinces before the merger, ensuring full and accuracy to serve the management, operation, settlement of administrative procedures, and provision of online public services before July 5.
Complete the handover of documents, digitize 100% of the results of effective administrative procedure settlement by district-level authorities to reuse information and data, creating convenience for people and businesses.
The People's Committees of 4 provinces (Bac Ninh, Lao Cai, Vinh Long, An Giang) have completed the adjustment and connection with the common electronic civil status registration and management system of the Ministry of Justice, ensuring the implementation of public duties and handling administrative procedures, providing online public services to people and businesses in the civil status sector smoothly, effectively, without interruption, to be completed no later than July 1, 2025.
The People's Committees of 15 provinces and cities (HCMC, Can Tho, Bac Ninh, Ninh Binh, Tuyen Quang, Lang Son, Nghe An, Quang Tri, Lao Cai, Lai Chau, Son La, Khanh Hoa, Gia Lai, Vinh Long, An Giang) urgently complete the adjustment and connection with the public service software to connect the two groups of administrative procedures on registration of birth and death according to Decree No. 63/2024/ND-CP of the Government, to be completed no later than July 1.
Enterprises deploy systems for localities to continue to arrange personnel to directly support at the grassroots level for civil servants and people using the systems before and after July 1.
Establish working groups to inspect and guide the development of science and technology, innovation and national digital transformation
Regarding inspection work, the Deputy Prime Minister requested the establishment of working groups led by the Ministry of Public Security or the Ministry of Science and Technology to inspect and guide the implementation of assigned tasks in Plan No. 02-KH/BCDTW of the Central Steering Committee on the development of science and technology, innovation and national digital transformation and the instructions of the Government and the Prime Minister in resolutions, telegrams, and notices of conclusions.
It is recommended that localities connect with the Monitoring and measurement system on the level of provision and use of digital government services according to the provisions of Decree No. 42/2022/ND-CP.
The Ministry of Public Security shall preside over and coordinate with the Government Office to synthesize recommendations and feedback from people and businesses through the National Public Service Portal and VNeID, along with handling results from ministries, branches and localities.
