Reporting at the working session, leaders of Ha Tinh province said that, implementing the Party's policy, resolutions, and conclusions of the Central Government on arranging administrative units, Ha Tinh province has completed the merger from 209 communes and wards to 69 units.
Party organizations, authorities, and agencies of the Fatherland Front Committee (MTTQ) were established and consolidated synchronously and uniformly according to the new administrative unit.
After more than 7 months of operating the 2-level local government model, the apparatus basically operates stably, clearly defining functions, shortening the process of handling work, and enhancing the responsibility of heads.
Regarding organizational structure, Ha Tinh province also arranges and assigns basic cadres sufficient according to the minimum staff quota; transfers over 100 cadres and civil servants from provincial departments, committees, and branches to communes and wards; continues to review to transfer and assign specialized cadres from the state sector and balance Party cadres between communes and wards.
Speaking at the working session, Deputy Prime Minister Pham Thi Thanh Tra requested that local authorities at two levels need to review, evaluate, review and consider fundamentally, thoroughly, synchronously, and comprehensively the operation of this model, especially at the commune level.
In which, urgently consolidate and strengthen the organizational structure and team of cadres, civil servants, and public employees at the grassroots level; The Chairman of the Provincial People's Committee needs to directly direct, without delay, to consolidate the organizational structure at the commune level, associated with restructuring the team of cadres, civil servants, and public employees, especially in areas that are still lacking and weak.
When there is a new payroll, it is necessary to boldly review to supplement, transfer, and arrange to meet the requirements of public service. According to job positions, work at the grassroots level is very heavy, while the requirements are very high, requiring not only compliance but also creation.
The Deputy Prime Minister also requested to seriously and effectively implement the decentralization, delegation of power, and demarcation of authority between levels of government in a clear manner, in accordance with the direction of the Politburo and the Government.
For difficult contents, the province needs to have a specific report. In particular, it is necessary to immediately implement decentralization within the government: From the Provincial People's Committee to specialized agencies and commune-level administrative units.
