The Party Central Committee has issued an Action Program to implement the Resolution of the 14th Party Congress.

In Appendix 3 on the List of important tasks, projects, schemes, and works for the period 2026-2030, vision to 2045, this task has been mentioned. In which there is content on strong innovation in personnel work, related to salary policy reform.
Accordingly, the Government Party Committee, the Central Organization Committee, and the Central Party Office are assigned to preside over and coordinate with relevant agencies in 2026 to perform tasks related to conducting salary policy reform; regulations on concurrent allowances; social housing policies for cadres, civil servants, and public employees with housing difficulties; social insurance policies, and preferential allowances for people with meritorious services in accordance with reality.
At the National Conference to thoroughly grasp the study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress in early February 2026, Politburo Member, Secretary of the Party Central Committee, Head of the Organization Committee Le Minh Hung said that the Central Organization Committee will preside over and coordinate with relevant agencies and organizations to focus on advising on key tasks and projects.

Conduct salary policy reform, regulations on part-time allowances, social housing policies for cadres, civil servants, and public employees with housing difficulties, social insurance policies, and preferential allowances for people with meritorious services in accordance with reality, this task will be completed in 2026.
Recently, the Prime Minister signed and issued Decision No. 282/QD-TTg on issuing the Key State Administrative Reform Plan for the period 2026-2030, which includes content on salary reform.
Accordingly, in the key state administrative reform plan for the period 2026 - 2030 (attached to Decision No. 282/QD-TTg dated February 12, 2026 of the Prime Minister), there is content related to public service regime reform.
Including the task of reviewing, building and completing job positions suitable to the functions and tasks of each agency, unit, and organization as a basis for recruiting, appointing, and using cadres, civil servants, and public employees.
Reforming the salary and bonus regime and diversifying preferential policies for cadres, civil servants, and public employees.
Innovate programs, materials, and methods for fostering cadres, civil servants, and public employees from content-based approaches to job position-based approaches and the capacity framework of job positions.
Strengthen discipline, administrative discipline, accountability and corruption prevention and control in public service activities.
In the decision, the Prime Minister also assigned the Ministry of Home Affairs to take the lead in coordinating with relevant ministries and sectors to build a reform of salary and bonus regimes and diversify preferential policies for cadres, civil servants, and public employees in 2026.
