7 localities, 3 ministries have not reviewed the results of inspections of backlog projects

The Prime Minister requested to urgently complete updating, reviewing and classifying the results of thematic inspections of long-standing projects.

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Official Dispatch No. 230/CD-TTg dated November 26, 2025 of the Prime Minister on urgently completing the updating, review and classification of thematic inspection results of long-standing projects.

According to the report of the Ministry of Finance (Standing Agency of Steering Committee 751), as of November 17, 2025, System 751 only recorded the results of reviewing and classifying 616/898 projects of 25 localities and 7 ministries, of which 7 localities and 3 ministries have not yet carried out the operation of reviewing, updating inspection results and classifying processing groups on System 751.

At the same time, in Notice No. 384/TB-VPCP dated July 25, 2025, the Prime Minister assigned the "Instition of the Government, the Ministry of National Defense, and localities to develop plans and organize implementation, ensuring the completion of the inspection before September 20, 2025".

However, currently, some projects at local ministries and branches have not yet had inspection conclusions affecting the progress of reviewing, reporting inspection results and classification on System 751.

In addition, in Report No. 2554/BC-TTCP dated October 17, 2025 of the Government Inspectorate, the People's Committee of Da Nang City reviewed and reported that 215 real estate projects and facilities had similar legal situations as in Project 153, Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15.

Up to now, the People's Committee of Da Nang City has not conducted a review and report on System 751 according to the instructions in Document No. 16495/BTC-PTHT dated October 22, 2025, No. 13021/BTC-PTHT dated August 22, 2025 of the Ministry of Finance.

To continue promoting the achieved results and effectively implement the Politburo's conclusions on comprehensively resolving the backlog of difficulties and problems that have been compiled on System 751, the Prime Minister requested:

The inspection agency urgently completes the inspection and issues conclusions in accordance with the direction of the Prime Minister and the instructions of the Government Inspectorate in Inspection Plan No. 1505/KH-TTCP dated July 22, 2025 before November 26, 2025.

Ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and cities preside over and coordinate with inspection agencies to urgently complete the updating, reviewing and classifying of projects according to the instructions of the Ministry of Finance in document No. 16495/BTC-PTHT dated October 22, 2025, No. 13021/BTC-PTHT dated August 22, 2025.

The People's Committee of Da Nang City urgently completes the review and clearly identify projects with similar legal situations to Project 153, Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15 on System 751.

The deadline for completing the above tasks is before November 30, 2025.

Ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and cities and inspection agencies, based on their assigned functions and tasks, urgently and effectively implement the above tasks, are fully responsible to the Prime Minister for the delay in implementation that affects the overall handling and dismantling progress of the Steering Committee's projects.

During the implementation process, if there are any difficulties or problems, promptly report to the Ministry of Finance (the Standing Agency of Steering Committee 751) for guidance.

Requesting ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and cities to direct strongly, closely, and urgently to remove obstacles for projects.
