Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 138/CD-TTg dated August 20, 2025 of the Prime Minister on focusing on effectively implementing solutions to promptly remove obstacles and difficulties for long-standing projects to immediately implement projects.
The dispatch stated that in the past, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, problems, and prolonged backlogs, urgently and thoroughly developing solutions to immediately implement projects, contributing to promoting socio-economic development, not wasting assets and money of the state, businesses, people and society.
On April 11, 2025, the Prime Minister issued Decision No. 751/QD-TTg on the establishment of a Steering Committee on resolving difficulties and problems of backlog projects (Steering Committee 751) to direct and resolve important, inter-sectoral issues to remove difficulties and problems related to backlog projects.
This includes projects using public investment capital, domestic private capital, foreign direct investment capital and other capital sources (if any).
However, during the implementation process, there are still some localities, ministries, branches and agencies confused; have not properly and fully implemented the contents according to the requirements and instructions of Steering Committee 751 and have not fulfilled their responsibility in removing difficulties for projects under their management.
To overcome this situation, the Prime Minister requested ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and cities to focus on quickly and effectively resolving projects with difficulties, problems, and long-standing backlogs to each cadre, civil servant, public employee, and party member. Do not shift responsibility from one agency to another, one level to another.
At the same time, continue to comprehensively review, update information, and a full list of projects with difficulties, problems, and long-term backlogs within the scope of management and be responsible for fully and accurately implementing the content and information in accordance with the requirements on the Database System of Steering Committee 751.
Establish a Working Group on reviewing and removing difficulties and obstacles for projects of ministries, branches and localities, with leaders of ministries, central agencies, and Chairmen of the Provincial/City People's Committees (Work Group) as the Head of the Working Group, reporting to the Standing Committee of Steering Committee 751.
Responsible for thoroughly handling problems that have sufficient legal basis according to authority; not allowing new violations to arise; not pushing or avoiding the responsibility to resolve problems of the project.
Strengthen the organization of inspection and supervision of implementation, do not let the handling of old violations lead to new violations; do not let violations, losses, and waste occur in project implementation within the scope of management.
Record, preserve, and hand over complete documents and data to avoid loss or loss of documents and records related to projects when merging provincial and commune-level administrative units.
Strictly handle cadres, civil servants, public employees, and party members who are irresponsible in handling work records related to projects with difficulties, problems, and long-standing backlogs.
