Chairman of Bac Lieu Provincial People's Committee Pham Van Thieu has just signed and issued a document requesting units to urgently reorganize their apparatus. Accordingly, Bac Lieu Provincial People's Committee guides, directs, and suggests on the reorganization of specialized agencies under the People's Committees of districts, towns, and cities as follows:
Maintain 4 departments and equivalents including: Department of Justice; Department of Finance - Planning; District Inspectorate; Office of People's Council and People's Committee. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs. The proposed name after the merger is the Department of Home Affairs and Labor.
Regarding functions and tasks: The Department of Home Affairs and Labor receives the functions and tasks of the Department of Home Affairs and the functions and tasks of labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance; gender equality from the current Department of Labor - Invalids and Social Affairs.
Establish the Department of Economy, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade at the district level from the current Department of Economy and Department of Urban Management (in towns and cities), and Department of Economy and Infrastructure (in districts).
Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture and Information and the functions and tasks on science and technology from the current Department of Economy (in towns and cities), and Department of Economy and Infrastructure (in districts).
Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (at the district level) and the functions and tasks on agriculture and rural development from the current Department of Economy (at the town and city level).
The Health Department receives the functions and tasks of advising on state management of social protection; children and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs and receives the tasks of monitoring and managing the health of district-level officials from the Organizing Committee (after the end of the activities of the District-level Official Health Care Protection Committee).
The Department of Education and Training takes over the functions and tasks of vocational education from the current Department of Labor, War Invalids and Social Affairs. The Department of Ethnic Minorities and Religions takes over the task of poverty reduction from the current Department of Labor, War Invalids and Social Affairs.
Regarding the regulations on functions, tasks, powers and organizational structure of specialized agencies under the People's Committees of districts, towns and cities: In the immediate future, the draft will direct the departments to perform the functions and tasks they are performing and the functions and tasks that are being merged and received. After the Government and the specialized management ministry have unified instructions, they will update, edit, supplement and submit to the competent authority for immediate promulgation.
