Sharing at the 21st session of the People's Council of Bac Lieu province, term X, taking place on December 9, Chairman of the People's Committee of Bac Lieu province Pham Van Thieu said that one of the important tasks in the coming time is to carry out the work of arranging and perfecting the apparatus, organizing the State administrative agencies to be streamlined, effective and efficient to meet the requirements of tasks in the new situation.
Mr. Thieu said that the goal is to streamline the apparatus, and to be effective, we must streamline the payroll. If one industry merges with another industry but keeps the apparatus intact, it will not be effective.
The Chairman of the Bac Lieu Provincial People's Committee said that in the current situation of staffing, performing tasks is difficult; in the coming time, streamlining will be even more difficult. From this reality, Mr. Thieu proposed to be determined to do it; must accept the spirit of streamlining the apparatus; sectors and levels must prepare mentally. When choosing people, of course, do not choose slow and ineffective people, but need to choose people with a serious attitude and be ready for this task.
Previously, in his opening speech at the meeting, Secretary of the Bac Lieu Provincial Party Committee Lu Van Hung pointed out the reality: Economic growth was lower than the same period; 4 socio-economic targets have not been achieved (economic growth rate; GRDP structure; gross domestic product per capita; total social investment capital). Weather, natural disasters, droughts, subsidence, riverbank and coastal erosion in the province are complicated, directly affecting people's lives and property and seriously affecting the safety of natural disaster prevention works, riverside and coastal infrastructure.
The progress of disbursement of public investment capital is still low. The number of enterprises withdrawing from the market is high compared to the same period. The industrial production index has increased, but is still low, some major industrial products have not increased much, and key products have not had any breakthroughs.
The criminal situation is increasingly sophisticated and complicated. Social order still has potential complications; hostile and reactionary forces continue to intensify their sabotage activities, especially in cyberspace; the number of traffic accidents has increased compared to the same period; the risk of fire and explosion is still latent. Disputes, complaints and denunciations among the people still exist, some cases have lasted for many years and have not been resolved.
There are still a number of cadres, civil servants and public employees who are afraid of responsibility, shirk responsibility, avoid responsibility, and are not bold in advising, proposing and handling work, affecting the results of the province's overall tasks.
