On February 12, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan chaired a meeting to discuss the project to establish Bac Ninh city directly under the Central Government.
According to the report of the Department of Home Affairs, after review, Bac Ninh province has achieved 3/5 standards prescribed for a centrally-run city in terms of: population size, natural area, and administrative units.
Currently, the Department of Home Affairs is coordinating with the consulting unit to establish and appraise the Outline - Estimate of the Project to establish Bac Ninh city under the Central Government; survey and develop a detailed Outline of the Project; expected to report the detailed Outline of the Project to the Government Party Committee in May and report to the Politburo in June 2025.
Regarding the Project to recognize Bac Ninh urban area as meeting type 1 criteria, through the preliminary assessment of the Department of Construction according to Resolution No. 26/2022/UBTVQH15, Bac Ninh achieved 77.36 points; of which 4/5 criteria were met, but the criteria of location, function, role, structure and level of socio-economic development were not met.
The implementation of the Project still faces some difficulties in planning, the criteria have not reached the maximum score; the investment time for construction of technical infrastructure works, urban development programs of Tien Du and Yen Phong districts... has been shortened.
Concluding the meeting, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan affirmed that the goal of turning Bac Ninh into a centrally-run city is a political determination, demonstrating the aspirations of the Party Committee, government and people of Bac Ninh province in recent years.
Up to now, Bac Ninh has basically met the criteria to become a centrally-run city and a class 1 urban area.
Regarding the implementation roadmap, the Chairman of the People's Committee of Bac Ninh province requested to strive to complete the Project to establish Bac Ninh city directly under the Central Government by April 30, 2025 at the latest and by the beginning of the third quarter of 2026, Bac Ninh must be recognized as an urban area meeting the criteria of type 1.
For Tien Du and Yen Phong districts, strive to be recognized as type 3 urban areas in the second quarter of 2025 and have the National Assembly Standing Committee issue a Resolution recognizing them as provincial cities in the third quarter of 2025.
Bac Ninh is the smallest province in the country but its economic scale (GRDP) ranks 9th - according to the General Statistics Office, in which many socio-economic indicators are in the top.
This locality has the advantage of being located in the key economic triangle of Hanoi - Hai Phong - Quang Ninh and is the northeastern gateway of the capital.
Currently, Bac Ninh province has 8 district-level administrative units, including 4 districts, 2 towns and 2 cities; 121 commune-level administrative units, including 66 communes, 50 wards and 5 towns.
