The Government has just issued Resolution No. 32/2026/NQ-CP dated June 25, 2026, promulgating mechanisms and policies to ensure the operation of Bach Mai Hospital and Viet Duc Friendship Hospital, Ninh Binh facility.
The resolution clearly states that 2 hospitals are allowed to sign health insurance (HI) medical examination and treatment contracts with Hanoi City Social Insurance to perform HI medical examination and treatment for both Hanoi and Ninh Binh facilities.
Bach Mai Hospital and Viet Duc Friendship Hospital are allowed to transfer patients directly between Hanoi and Ninh Binh facilities; specimens are transferred between Hanoi and Ninh Binh facilities to perform paraclinical services without having to sign contracts between facilities.
For the human resource list in the dossier requesting to sign a health insurance medical examination and treatment contract: Use the general human resource list of the hospital for both Hanoi and Ninh Binh facilities at the time of submitting the dossier requesting to sign a health insurance medical examination and treatment contract.
The Director of the Hospital is assigned to work between the Hanoi facility and the Ninh Binh facility, ensuring the principle that at one point each practitioner is only allowed to practice at one facility.
The state budget supports some specific expenditures as follows:
Supporting funding for training according to professional requirements, suitable for each target group and job position, ensuring human resources with professional qualifications to meet the requirements of medical examination and treatment facilities with specialized technical qualifications at Bach Mai Hospital and Viet Duc Friendship Hospital.
Specific expenditure support for officials and employees:
Supporting daily transportation costs of up to 3,600,000 VND per 45-seat car/day to pick up and drop off officials and employees between 2 facilities (Hanoi facility and Ninh Binh facility) belonging to Bach Mai Hospital and Viet Duc Friendship Hospital as assigned by the Hospital Director and with transportation needs.
Supporting accommodation rental costs up to 2,500,000 VND/person/month for civil servants and employees who are assigned by the Hospital Director to work for a fixed term at Bach Mai Hospital, Ninh Binh facility and Viet Duc Friendship Hospital, Ninh Binh facility and have housing rental needs. Not providing support for recruiters to work regularly at Ninh Binh facility.
Supporting spending to attract human resources for officials and employees assigned by the Hospital Director to work for a fixed term at Bach Mai Hospital, Ninh Binh facility and Viet Duc Friendship Hospital, Ninh Binh facility; officials and employees recruited and other subjects according to the operating requirements of Ninh Binh facility.
The Hospital Director decides the specific level of support to ensure attracting human resources for the Ninh Binh facility; the maximum level of support equals the additional income of the Hanoi facility Hospital but does not exceed the following regulations:
The state budget supports the above-mentioned special expenditures from the time the Ninh Binh facility of Bach Mai Hospital and Viet Duc Friendship Hospital went into operation until the Ninh Binh facility itself ensures regular costs and balances special expenditures according to the provisions of this Resolution.
The Resolution takes effect from the date of signing to the end of December 31, 2028.
