On the afternoon of October 15, the Central Propaganda and Mass Mobilization Committee coordinated with relevant agencies to organize an international press conference to announce the Draft Documents to be submitted to the 14th National Congress of the Party (14th National Party Congress) to collect opinions from cadres, party members and people.
At the press conference, Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee - said that one of the very important issues of our Party and State is the organization of the apparatus. This content is reflected in the draft documents submitted to the 14th National Party Congress, which are being consulted by the people.
Mr. Nguyen Quang Duong informed that from October 2024, following the results of 7 years of implementing Resolution 18 of the 12th Party Central Committee, the Politburo and the Central Executive Committee decided to continue to summarize, evaluate and comprehensively implement the organizational apparatus. The Central Executive Committee and the Politburo have directed careful research with a long-term strategic vision, to determine the overall model of the political system.
Mr. Duong said that the arrangement and streamlining is being widely implemented, including the internal structure of agencies and organizations from the central to local levels, to the grassroots level, in the system of agencies and organizations of the Party, the agencies of the National Assembly, the Government and the arrangement of administrative units at the provincial and commune levels, and at the same time, no district level organization is organized.
According to Mr. Duong, the results achieved in the past time affirm a breakthrough in both leadership, direction and organizational structure. In-depth, specific, drastic leadership and direction and implementation are very important lessons learned when implementing the revolution in organizational structure.
The Deputy Head of the Central Organizing Committee summarized some results achieved in the recent restructuring of the apparatus. That is, the system of organizing agencies and organizations is synchronous, streamlined, efficient, effective and efficient.
Along with that is the reorganization of party organizations in agencies by ending the activities of Party delegations, Party Executive Committees and establishing new party organizations and party committees in central and provincial agencies. Through this, many agencies, units under the Central Government, provincial levels and internal focal points have been greatly reduced. This not only streamlines the apparatus but ensures the direct and comprehensive leadership role of Party committees and organizations in agencies, units and organizations.
The organization of administrative units is streamlined, the provincial level reduces 29 administrative units, the commune level reduces 7,277 administrative units, and does not organize at the district level. Organizing the political system of local administrative agencies and units at 2 levels and operating smoothly and effectively initially, is considered good.
The Party and State have issued synchronously the regulations of the Party, the legal system, and the regulations of the agencies to ensure the operation and synchronization of the agencies and organizations.
