Before the opening ceremony, the Provincial People's Committee announced Decision No. 2336/QD-TTg of the Prime Minister approving the election results for the position of Vice Chairman of the People's Committee of Hung Yen province for the 2021 - 2026 term for Mr. Le Quang Hoa.
At the meeting, delegates listened to reports on the socio-economic situation in October and 10 months of 2025, development plan for 2026, financial and budget plan for the period 2026 - 2030.
In the past 10 months, the province's socio-economic situation maintained a positive growth momentum. The Index of Industrial Production (IIP) increased by 11.71%; many large projects were started such as the Thai Binh - Hung Ha - Pho Hien route, Thai Binh LNG Thermal Power Plant, Gel Automobile Factory - O&J. Disbursement of public investment capital reached VND 21,583 billion, equal to 53.6% of the plan.
State budget revenue reached VND 75,563 billion, equal to 136.4% of the estimate; total capital mobilization reached VND 309,000 billion, up 11%; outstanding loans reached VND 256,000 billion, up 15%. Investment attraction has achieved outstanding results with 307 new projects and 230 projects adjusted to increase capital, with total capital reaching more than 159,000 billion VND and 2.14 billion USD. The province has newly registered to do business for 4,735 enterprises, an increase of 66%, with a total capital of VND 62,705 billion.
Agriculture has developed stably, harvested more than 60,000 hectares of rice, sown in the winter crop to reach 53% of the plan. The province is stepping up the 90-day enrichment campaign, cleaning up land databases, and bringing nearly 500,000 plots of land to the national system.
The cultural and social sector has received attention; created jobs for about 53,000 workers; ensured social security; digital transformation, administrative reform, and e-government building have been promoted. National defense - security, social order and safety are maintained.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Khac Than requested departments, branches and localities to be proactive, creative, and effectively implement the Resolution of the Provincial Party Congress for the 2025-2030 term; complete the adjustment of the Provincial Planning in December 2025; review the commune-level planning to ensure synchronization.
The Chairman of the Provincial People's Committee emphasized that the GRDP growth target of 10 - 10.5% in 2025 is a key task, requiring the entire system to be highly determined, accelerate public investment disbursement, remove difficulties for businesses, ensure revenue sources, control expenditures, handle basic construction debts, prepare well for key projects and the 2026 - 2031 election.
The meeting also heard reports on digital transformation progress according to the decisions of the Provincial People's Committee, results of implementation of tasks, resolutions, announcements of the Provincial People's Committee's conclusions and other important contents.
