On July 14, in Hanoi, Senior Lieutenant General Tran Quoc To - Member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security, Member of the Organizing Committee, Head of the National Patriotic Emulation Congress Security Subcommittee (ath National Congress) - chaired the first meeting of the Congress Security Subcommittee.
According to the Ministry of Public Security's Electronic Information Portal, the National Patriotic Emulation Congress takes place every 5 years. The Congress is an important event with the participation of leaders and former senior leaders of the Party and State, central and local ministries, departments, branches, revolutionary veterans, heroes, heroic Vietnamese mothers, etc.
Party and State leaders pay special attention and focus on leading preparation and organization work. Therefore, the requirements for ensuring security and order (ANTT) for the Congress are very high.
On June 26, 2025, the Organizing Committee of the Congress issued a Decision to establish 4 Subcommittees, including the Subcommittee on content; the Subcommittee on Security; the Subcommittee on Propaganda; the Subcommittee on Logistics.
In which, the Congress Security Subcommittee consists of 11 members, including 1 Head of the Committee; 2 Deputy Heads of the Committee and 8 Members of the Central Emulation and Reward Committee, a unit under the Ministry of Public Security and Hanoi City Police.
Accordingly, Deputy Minister Tran Quoc To is the Head of the National Assembly Security Subcommittee; Major General Pham Hai Trung, Commander of the Ho Chi Minh Mausoleum Protection Command, is the Deputy Head of the Subcommittee; Deputy Head of the Central Emulation and Reward Committee Pham Duc Toan is the Deputy Head of the Standing Subcommittee.
Speaking at the meeting, Deputy Minister Tran Quoc To suggested that members of the Subcommittee promote their role in advising on the implementation of all aspects of the work of ensuring the security and order of the Congress according to the assigned functions and tasks and recommendations of the Congress Security Subcommittee, with the highest goal of ensuring absolute security and safety for activities before, during and after the Congress, not allowing errors to occur even the smallest, not being passive or surprised in any situation.
Immediately after the meeting, Deputy Minister Tran Quoc To requested the Office of the Ministry of Public Security to absorb the opinions of delegates, urgently complete the Plan to assign tasks to members of the Congress Security Subcommittee and the Master Plan to ensure the Congress's security and order. Relevant units coordinate to ensure funding and policies for members, officers and soldiers serving the Congress.
