According to the telegram, storm No. 13 has strengthened to level 14, gusting to level 17 and is still moving very fast (speeding about 30-35 km/h) towards the coastal waters and mainland areas of the Central and South Central regions of our country.
According to the forecast, the storm is very strong, moving very fast, the range of strong winds and heavy rain is very wide (from Quang Tri to Khanh Hoa), when approaching the shore, it will still maintain strong storm winds of level 14-15, gusting to level 17.
On land from noon now, the wind will gradually increase to level 6-7, then increase to level 10-12, gust level 14-15, the mainland east of Quang Ngai and Gia Lai may reach level 12-13, gust level 15-16...
The storm circulation can cause very heavy rain in the provinces from Quang Tri to Dak Lak, with common rainfall of 200-400mm, some places over 600mm, Ha Tinh, Khanh Hoa and Lam Dong provinces also have heavy to very heavy rain, with rainfall of 150-300mm, very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside areas, urban areas, especially in places that have had heavy rain recently.

Secretaries and Chairmen of the People's Committees of provinces and cities with ships operating at sea, especially in Da Nang, Quang Ngai, Gia Lai, Dak Lak (where the storm is forecast to directly affect) postpone meetings and work that is not really necessary.
Mobilize the entire local political system to participate, focusing on leadership, direction, implementation, and urging response to storms and floods caused by storms.

Decide to control and limit people and vehicles from participating in traffic during the time of direct impact of the storm to limit incidents and ensure the safety of people's lives.
Organize the evacuation and relocation of residents in dangerous areas that are not safe, especially in weak houses, residential areas in low-lying areas, places at risk of coastal landslides, riverbanks, places affected by big waves, flooding due to rising sea levels, floods, and at risk of flash floods and landslides.
